SPECIAL CITY COUNCIL MEETING July 14, 2026 at 5:30 PM Council Meeting Room, 101 North State Street, Abbeville, Louisiana 70510 AGENDA NOTICE POSTED: July 13, 2026 at 4:00 P.M. . Call to Order and Roll Call . Prayer. . Pledge of Allegiance. To allow a public comment period on any agenda item prior to action. This Special Meeting will address the following: 1. To recognize Councilman Carlton Campbell and Councilman Francis Plaisance for their service to the City of Abbeville. 2. Discussion and possible action to appoint a resident to serve as interim Council Member for District A. 3. Swearing in of newly appointed interim Council Member for District A. 4. To ratify the Mayor's appointment of Carolyn Bessard to the position of Executive Assistant to the Mayor. 5. Discussion and possible action pertaining to the to re-appointment of Bart Broussard as City Attorney. 6. Discussion and possible action pertaining to appointment of the City Prosecutor. 7. Discussion and possible action pertaining to the re-appointment of Sellers and Associates, Inc. and Primeaux, Soirez, Touchet, and Associates as City Engineers. 8. Discussion and possible action pertaining to the re-appointment of Darnall, Sikes and Frederick as the auditing/accounting consultants. 9. Discussion and possible appointment of Mayor Pro Tem. 10. Discussion and possible action pertaining to appointment of committees. 11. To adopt a resolution to amend the 2026 City Council meeting schedule by canceling the regularly scheduled meetings of July 21, 2026 and August 4, 2026 and authorizing a special meeting to be held on August 3, 2026. 12. To approve the minutes from the June 2, 2026 and June 16, 2026 regular City Council meetings. 13. To ratify bills paid in the month of June 2026 14. To approve the budget to actual report for May 2026. 15. To adopt a resolution authorizing the Mayor to execute and intergovernmental agreement between the City of Abbeville, Maurice Volunteer Fire Department and 7th Ward Volunteer Fire Department pertaining to the ownership of computer tablets - Chief Doris Langlinais, Jr. 16. To approve the estimate from Griner Drilling Service, Inc. in the amount of $10,935.00 pertaining to the repairs to the Barn Lift Station - Chris Gautreaux. 17. To approve the quotation from Sunbelt Solomon in the amount of $10,470.00 for the purchase of three transformers for stock - Chris Gautreaux 18. To adopt a resolution authorizing the Mayor to sign and submit all necessary documents as it relates to the LCDBG Clearance Program, along with updating the Financial Management Questionnaire and Authorized Signature Form - Todd Vincent. 19. To adopt a resolution authorizing the Mayor to sign and submit all necessary documents as it relates to the Water Sector Program, along with updating the Financial Management Questionnaire and Authorized Signature Form - Todd Vincent. 20. To approve payment of partial payment estimate number 11 in the amount of $310,115.25 payable to Preferred Mechanical relative to the Water Treatment Plant Improvement Project - Todd Vincent. 21. To approve plan change order number 3 relative to the Construct Hangar Development Area. The change order increases the contract price by $13,689.35 and increases the contract time by 60 days - Todd Vincent. 22. To approve the Emergency Debris Removal contracts for extraordinary emergency recovery events from June 1, 2026 through May 31, 2027 - Kim Touchet. 23. To approve the contract with Primeaux, Soirez, Touchet and Associates, LLC for extraordinary emergency recovery events from June 1, 2026 through May 31, 2027 - Kim Touchet. 24. To ratify the recommendation to appoint Police Department Personnel - Chief Mike Hardy. 25. To surplus Unit 476, a 2006 Mercury Grand Marquis and Unit 593, a 2007 Chevrolet Silverado, from the Abbeville Police Department - Chief Mike Hardy.
