A) CALL TO ORDER
Mr. Brooks called the Board of Elections meeting to order at 4:00 p.m. in the 2nd floor
administrative conference room.
B) ROLL CALL
Present: Tim Brooks, Chair; Angela Johnson; Mark Schlottman
Also Present: Mayor McGrady (until 4:20 p.m.); Monica Correll, City Clerk
C) OATH OF OFFICE
Mayor McGrady administered the oath of office to the Board for a term of 4-years ending
June 30, 2029.

A motion was made by Mr. Brooks and seconded by Ms. Johnson to approve the following
minutes: November 10, 2023 meeting; November 10, 2023 Board of Canvassers; November 30,
2023 meeting; April 11, 2024 meeting; April 24, 2024 meeting; and the May 16, 2024 meeting.
The motion was approved unanimously.
E) BUSINESS TOPICS
E.1 Outcome of SBE Involvement in Municipal Elections and Other Matters
Ms. Correll reported that the Local Boards of Elections (LBE) were allowed by the State Board
of Elections (SBE) to help with municipal elections across the State of Maryland following the
passage of Senate Bill 88 and House Bill 322 and signed by the Governor in the spring of 2025.
As way of background, in August 2024, the Maryland State Board of Elections declared that they
lacked the legal authority to enter agreements with municipalities to lease voting equipment or
provide other support. Approval of the legislation authorized the State to enter into memoranda
of understanding with municipalities in order for the local governments to receive help by LBEs
during municipal elections. In the aftermath of this, she explained that a Municipal Election
Questionnaire must be filled out by the municipality, sent to the State. Aberdeen had finished
this and it was approved, thereby allowing the Harford County Board of Elections to assist

Aberdeen. There would be procedural changes during the election, for example, the City would
be using a manual list for voter check in at the polls instead of electronic poll books due to the
high cost. The Board agreed that 2,000 ballots should be sufficient for the elections and, in the
event that more ballots were needed, the LBE could print up additional ballots.
The City Council recently approved a resolution to allow the Mayor to sign the memorandum of
understanding between the State Board of Elections and the City of Aberdeen. The Board
discussed finding solutions or alternatives to requiring a resolution with every election. They also
considered defining the term domicile. The Maryland Voter Registration Application had been
updated by the State and new forms were placed in the lobby. Ms. Correll informed the Board
that the Ethics Commission voted to eliminate the notary requirement on financial disclosure
statements. The City Attorney reviewed the matter and approved the updated forms.
E.2 Candidate Packet Review
The Board approved the candidate packet and verified that all candidates must have a campaign
bank account as directed by Section 36-4.
E.3 2025 Election Schedule
The Board reviewed the 2025 Election Schedule. They scheduled a meeting for Monday,
September 15, 2025 at 4:00 p.m. to review candidacy paperwork.
F) ADJOURNMENT
Being no further business the meeting was adjourned at 5:23 p.m. by unanimous consent.
