CITY OF ABERDEEN Council Meeting September 8, 2025 A) CALL TO ORDER Mayor McGrady called the Council Meeting to order at 7:00 p.m. in the Council Chambers. B) ROLL CALL Present: Mayor Patrick McGrady Council President Adam Hiob Councilman Timothy Lindecamp Councilman William Montgomery, III Councilwoman Tandra Ridgley Also Present: Phyllis Grover, Director of Planning and Community Development; Parley Hess, Director of Public Works; Opiribo Jack, Director of Finance; Henry Trabert, Chief of Police; Christiana Duffield, Recorder C) OPENING PRAYER The opening prayer was given by Pastor Deirdre Duda, Susquehanna Charge, Hopewell United Methodist Church & Wesleyan Chapel United Methodist Church. D) PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA The Pledge of Allegiance was led by Councilman Montgomery. H) PUBLIC HEARINGS - None I) PUBLIC COMMENT George Smith, 921 Edmund Street: Mr. Smith reported on Edmund Street flooding problems. William Whitman, 924 Edmund Street: Mr. Whitman discussed flooding issues on Edmund Street. Kathy Fuller, 534 S. Parke Street: Ms. Fuller reported on trash dumped in certain areas. Greg Whitman, 924 Edmund Street: Mr. Whitman confirmed the flooding on Edmund Street. J) LEGISLATION UNDER CONSIDERATION J.1 Ordinance No. 25-O-14, 18 N. The motion carried by a vote of 4 – yes; 0 – no. Ayes: Council President Hiob, Councilman Lindecamp, Councilman Montgomery, Councilwoman Ridgley Nays: None Oath of Office Mayor McGrady administered the Oath of Office to Virgeana (Jean) Clemmer-Miller, to the Heritage Trust for a term expiring June 30, 2028. Ms. Miller was a long-time resident of Aberdeen, was a member of the Board of Directors for the Friends of the B&O, and Secretary for the Friends of the B&O. She explained that she looked forward to activities based on the historical significance of Aberdeen. M.2 Surplus of Old Unit #304, 2007 Ford Edge (For Approval) M.4 Surplus of Old Unit #300, 2009 Chevrolet Impala (For Approval) 2025-09-02 Old Unit #304 Ford Edge Surplus Letter.pdf A motion was made by Council President Hiob and seconded by Councilman Montgomery to approve the surplus of Old Unit #304, 2007 Ford Edge and surplus of Old Unit #300, 2009 Chevrolet Impala. The motion carried by a vote of 4 – yes; 0 – no. Ayes: Council President Hiob, Councilman Lindecamp, Councilman Montgomery, Councilwoman Ridgley Nays: None M.3 Award of Bid #26-03 Sewer Rehabilitation (For Approval) 2025-08-22 26-03 MFC Sewer Rehabilitation UVCIPP.pdf A motion was made by Council President Hiob and seconded by Councilman Montgomery to approve the award of Bid #26-03 Sewer Rehabilitation to Insituform, 580 Goddard Avenue, Chesterfield, MO, 63005, the most qualified bidder, for $1,000,000 from the FY26 budget. The motion carried by a vote of 4 – yes; 0 – no. Vickie Horne, Aberdeen Main Street Coordinator, reported on upcoming community events. O) PUBLIC COMMENT Robert Hartman, 226 Paradise Road: Mr. Hartman asked about parking at Demarco Memorial Park. William Whitman, 924 Edmund Street: Mr. Whitman asked for review of Edmund Street. George Smith, 921 Edmund Street: Mr. Smith asked about Aberdeen Proving Ground water. Soha Hanna, 919 Edmund Street: Ms. Hanna commented on Edmund Street flooding problems. Lenora Robinson, 928 Edmund Street: Ms. Robinson commented on Edmund Street flooding. Greg Whitman, 924 Edmund Street: Mr. Smith asked about Edmund Street stormwater. Robin Whitman, 924 Edmund Street: Ms. Whitman discussed Edmund Street flooding. Greg Whitman, 924 Edmund Street: Mr. Whitman commented about Edmund Street flooding causes. Steve Horne, 940 Gilbert Road: Mr. Horne discussed promoting the City. Beth Boyson, 631 Westwood Drive: Ms. Boyson commented on improving traffic safety. P) BUSINESS OF MAYOR AND COUNCIL (with Liaison Reports) P.1 Election Judges Compensation Update Update on Election Judges Compensation.pdf The Mayor informed the Council of the updated compensation for election judges: Election supervisors (3 people): $350 (increased from $315) Election judges: (10-15 people) $250 (this amount is adequate and remained the same) Alternates (2 people on stand-by): $75 (increased from $50) Total increase amounted to approximately $155. P.2 Weekly Activity Report, August 24-30, 2025 Weekly Activity Report August 24-30, 2025.pdf The Mayor explained that a weekly activities report was produced by staff and posted on the City's website. 2025-09-08 Council Meeting Page 5 of 5 Councilwoman Ridgley discussed an Aberdeen East Action Committee meeting, a future BGE Empower Maryland Program public presentation, and Keep Aberdeen Beautiful community clean up events. Councilman Lindecamp commented on public safety and setting up a fund designated toward the Police and Fire Departments. Councilman Montgomery commented on the activities of the Aberdeen Chamber of Commerce, neighborhood visits, Heritage Trust meeting, a Harford Family House event, the Police Academy graduation in Sykesville, military night at the Italian Festival, and meeting with the stadium operations manager. Council President Hiob commented on City projects, Demarco Park parking, Aberdeen Fire Department funding opportunities, Oktoberfest preparations, Aberdeen Historical Museum's new location (2 S. Rogers Street), the election absentee ballot process, and public works matters. The Mayor reported on the construction progress on Cypress Lane.
