A) CALL TO ORDER
Mayor McGrady called the Council Meeting to order at 7:00 p.m. in the Council Chambers.
B) ROLL CALL

C) OPENING PRAYER
The opening prayer was given by Preacher Will Brown from Aberdeen Church of Christ.

The Pledge of Allegiance was led by Mayor Patrick McGrady.

G.1 2025 Official Election Results
2025 Certified Official Election Results
The City Clerk read the results of the 2025 Aberdeen Municipal Election for the record:
On Tuesday, November 4, 2025, the Aberdeen Board of Elections, with the assistance of the
Harford County Board of Elections, conducted an election for two Council seats at the Aberdeen
Activity Center from 7 AM to 8 PM. The Absentee and Provisional Canvass was held in the
Council Chambers on Friday, November 7, 2025 at 10 AM. Out of 12,802 eligible, registered
Aberdeen voters, there were 970 standard ballots cast on Election Day; 15 absentee ballots were
received; and 10 provisional ballots cast, for a total of 995 votes cast. The percentage of voter

turnout was 7.7%. These are the official, certified results in alphabetical order, certified by 12
PM on Friday November 7, 2025.
For City Council (Two Seats)
Tim Lindecamp 286 votes
Bill Montgomery 444 votes
Lenora E. Robinson 349 votes
Erick C. Stone 216 votes
Darin M. Wassum 463 votes
For the Office of Council, for a term of four years, the elected were: Bill Montgomery and Darin
M. Wassum. The official, certified documents were entered into the City records.
G.2 Harford Family House, Homeless Awareness Month - Robin Tomechko
Representatives from Harford Family House, Robin Tomechko and Sandra Osborn,
acknowledged December as National Homelessness Awareness Month. Harford Family House
was a non-profit organization that provided housing, support, and resources to families and
individuals experiencing homelessness. A photo was taken with the Mayor and Council in
support.
G.3 Retirement Recognition for Department of Public Works - Ty Bledsoe
The Mayor and Council recognized Ty Bledsoe with a citation, upon his retirement from the
Department of Public Works, for over 25 years of public service to the City.
H) PUBLIC HEARINGS - None
I) PUBLIC COMMENT
Robert Hartman, 226 Paradise Road: Mr. Hartman commented that Veterans Day should be
observed in Veterans Park instead of Festival Park. He asked for different colored lights be used
for different types of events and that the Director of Public Works should attend the meeting for
the retirement of one of his employees.
Michael Hiob, 248 Graceford Drive: Mr. Hiob commented on Ordinance No. 25-O-15 and asked
how it would apply to someone smoking marijuana. He congratulated the candidates and for the
service of Councilman Lindecamp.
Maria Montgomery, 544 Beards Hill Road: Ms. Montgomery commented that the Director of
Public Works or a representative should be present at the meeting. She commented on a
crosswalk matter and whether there was a tracking mechanism or a timeframe for repairs.

A motion was made by Councilman Montgomery and seconded by Councilwoman Ridgley to
adopt Ordinance No. 25-O-15, Prohibition Against Possession of Open Containers and Public
Consumption of Alcoholic Beverages. The motion carried by a vote of 0 – yes; 0 – no.

Councilman Wassum

N) UPDATES FROM STAFF
The Chief commented about Festival Park signs and a policy underway regarding the
management of box stores for prosecution of theft. Vickie Horne, Aberdeen Chamber of
Commerce Executive Director and Aberdeen Main Street Coordinator, discussed Aberdeen
Chamber of Commerce and Aberdeen Main Street activities.
O) PUBLIC COMMENT
Robert Hartman, 226 Paradise Road: Mr. Hartman commented that the hospital's helicopter had
been flying low over homes.
P) BUSINESS OF MAYOR AND COUNCIL (with Liaison Reports)
Councilman Lindecamp congratulated Councilman Montgomery and Councilman-elect Wassum.
He thanked the voters and commented on various issues affecting the City. The other
Councilmembers thanked the candidates and voters and commented on their meetings and
activities including business openings, a BGE Open House event and resource guide, a letter for
the County Executive, County Council, Director of Recreation and Parks concerning the design
of the future Activity Center, Development Code work, ribbon cutting for Watchtower Brewing
Company, Veterans Day observance, etc. The Mayor commented on operations of the City
regarding elections. They thanked Councilman Lindecamp for his service on the Council.
