CITY OF ABERDEEN Work Session June 9, 2025 A) CALL TO ORDER Mayor McGrady called the Work Session to order at 6:00 p.m. in the second floor conference room. B) ROLL CALL Present: Mayor Patrick McGrady Council President Adam Hiob Councilman Timothy Lindecamp Councilman William Montgomery, III Councilwoman Tandra Ridgley Also Present: Parley Hess, Director of Public Works; Phyllis Grover, Director of Planning and Community Development; and Monica Correll, City Clerk. C) BUSINESS TOPICS The Mayor and Council discussed two major projects scheduled for action during the regular Council meeting that same night: the Goddard School Consolidation Plat and the Preliminary site Plan the Reserve at Greenside, otherwise known as the Wetlands. C.1 Goddard School Consolidation Plat (For Discussion) 2025.05.28_Goddard_Consolidation_Plat_Signed_for_CC_Review-1.pdf The preliminary site plan was approved last year with comments incorporated. The plat was ready for recordation then the construction would begin. The traffic impact analysis comments from the State Highway Administration stated that if the Greenside Plan had not yet been approved, then fees in lieu should be extracted from the developer for future improvements at the Aldino Stepney and Rt. 22 intersection. The developer would place $40,000 into a reserve fund to pay for future transportation improvements. This was the biggest project that had been before the Planning Commission and the Council for preliminary site plan approval. Different components of the project had been vetted such as the school capacity, traffic patterns, road network, etc. The Council discussed changes to the County road network: roads converted to asphalt, 2-lane circle, reconfiguring intersections for safety, and how improvements could be made to County roads for Aberdeen projects. They discussed the complications involved between the state, county, and developers dealing with traffic improvements. Conditional approvals by the Council and the timeline for these matters were considered. D) CLOSED MEETING The Council decided to have the closed meeting during a regular meeting that night.
