AGENDA CITY OF ALLEN CITY COUNCIL REGULAR MEETING TUESDAY, DECEMBER 12, 2023 – 7:00 PM BOARDROOM ALLEN ISD PROFESSIONAL LEARNING AND AUXILIARY SERVICES BUILDING 610 E. BETHANY DRIVE ALLEN, TEXAS 75002 1. Call to Order and Announce a Quorum is Present. 2. Pledge of Allegiance. 3. Public Recognition. 3.1 Proclamations by the Office of the Mayor. Recognition of the Cuffman Family in remembrance of the lives and service of Robert J. Cuffman and Robert E. Cuffman. 4. Citizens' Comments. [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.] 5. Consent Agenda. [Routine Council business. Items may be removed for open discussion by a request from a Councilmember or member of staff.] 5.1 Approve minutes of the November 28, 2023, Regular City Council Meeting. 5.2 Adopt a Resolution finding that Coserv Gas, Ltd.’s Statement of Intent to increase rates within the City should be denied; finding that the City’s reasonable rate case expenses shall be reimbursed by the Company; finding that the meeting at which this resolution is passed is open to the public as required by law; requiring notice of this Resolution to the Company and the City’s Legal Counsel. 5.3 Authorize the City Manager to execute a contract with Digital Resources Inc. for design, labor, equipment, and installation of studio equipment and lighting for Allen City Television, not to exceed $475,000. 5.4 Authorize the City Manager to execute an agreement with Hellas Construction Inc. to replace the infield artificial turf at Allen Station Park Softball Complex for $285,400. 5.5 Authorize the City Manager to execute an agreement with Lawn Star Landscape Limited  Company for mowing services of ROW, medians, greenbelts, and easements for $416,050, with two, one-year renewal options. 5.6 Motion to Cancel the December 26, 2023, Regular City Council Meeting. 6. Regular Agenda. 6.1 Confirm appointments to the Comprehensive Plan Ad Hoc Committee as nominated by Mayor Brooks. 7. Other Business. [Council announcements regarding local civic and charitable events, meetings, fundraisers, and awards.] 7.1 Calendar. December 25 and 26 - City Hall Closed for Christmas Holiday. January 1 - City Hall Closed for New Year's Day Holiday. January 9 - Next Council Workshop and Regular City Council Meeting. 7.2 Items of Interest. 8. Executive Session (As needed). Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein.
