Items may be removed for open discussion by a request from a Councilmember or member of staff.] 5.1 Approve minutes from the January 9, 2024, Regular City Council Meeting. 5.2 Adopt a Resolution amending Chapter 9, "Leave," Section 9.03A, "Official Holidays," of the City of Allen Personnel Policies and Procedures Manual. 5.3 Adopt a Resolution adopting the Americans with Disabilities Act Self Evaluation and Transition Plan. 5.4 Award bid and authorize the City Manager to execute an agreement with Criterion Contractors, Inc., for the City Hall Generator Project for $640,326. 5.5 Authorize the City Manager to execute an amendment to the Group Policy with UnitedHealthcare Insurance Company for Stop-Loss services. 5.6 Authorize the City Manager to execute an agreement with Allen Sports Association, Inc., for Co-Sponsored Youth Sports Programs for a period of six years with three successive terms of five years each. 5.7 Authorize the City Manager to purchase a wireless internet (Wi-Fi) system replacement from Presidio Network Solutions Group for Credit Union of Texas Event Center for $108,242.  5.8 Authorize the purchase of night vision equipment from TNVC, Inc., through the State of Texas Urban Area Security Initiative (UASI) Grant program for $182,046. 5.9 Authorize the City Manager to execute an agreement with CI Pavement for On-Call Concrete standard and emergency street, sidewalk, alley, and trail repairs for up to $1,325,000 annually, with the option for four (4) one-year renewals. 5.10 Accept a resignation from Michael Schaeffer and declare a vacancy in Place No. 2 on the Allen Economic Development Corporation. 5.11 Accept a resignation from Veronica Yost and declare a vacancy in Place No. 5 on the Community Engagement Advisory Board. 5.12 Accept a resignation from John Holley and declare a vacancy in Place No. 6 on the Parks and Recreation Board. 6. Regular Agenda. 6.1 Conduct a Public Hearing and adopt an Ordinance to amend and restate the development regulations of Specific Use Permit No. 156 for an Automotive Repair, Minor use relating to the use of a 4,744± square foot portion of a building located on Lot 3, William F. Chester Addition, commonly known as 600 Central Expressway North. [Allen Car Care Center] 7. Other Business.
