AGENDA CITY OF ALLEN CITY COUNCIL REGULAR MEETING TUESDAY, MARCH 12, 2024 – 7:00 PM CITY COUNCIL CHAMBERS ALLEN CITY HALL 305 CENTURY PARKWAY ALLEN, TEXAS 75013 1. Call to Order and Announce a Quorum is Present. 2. Pledge of Allegiance. 3. Public Recognition. 3.1 Presentation of the Shining Star Award by the Office of the Mayor. 3.2 Recognition of Parks and Recreation Department's Awards. 4. Citizens' Comments. [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.] 5. Consent Agenda. [Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.] 5.1 Approve minutes from the February 13, 2024, Regular City Council Meeting. 5.2 Approve minutes from the February 27, 2024, Regular City Council Meeting. 5.3 Approve minutes from the March 1, 2024, Special Called City Council Meeting for Strategic Planning. 5.4 Adopt a Resolution authorizing the City Manager to apply for, accept, reject, alter, or terminate a grant from the State of Texas, State Crisis Intervention Grant Program, to fund a Mental Health Peace Officer and related services. 5.5 Authorize the City Manager to execute a five (5) year agreement with Brink's U.S., a Division of Brink's, Inc., for Armored Transport and CompuSafe Services at city facilities for $373,500, with an option of successive one-year renewals thereafter. 5.6 Award bid and authorize the City Manager to execute a one-year agreement with Jordan Towing, Inc., as the primary vendor for Towing Services for Allen Police Department with four (4) one-year renewals and Signature Towing, Inc., as the secondary vendor. 5.7 Authorize the purchase of load bearing vests, associated accessories, and new duty gear for the police department from G.T. Distributors in the amount of $368,088.50 and additional duty belts from Lead Devil belts in the amount of $16,979.90 for a total expenditure of $385,068.40. 5.8 Receive the Quarterly Financial Report for period ending December 31, 2023. 5.9 Receive the Quarterly Investment Report for period ending December 31, 2023. 6. Regular Agenda. 6.1 Conduct a Public Hearing and adopt an Ordinance to amend and restate the development regulations of Planned Development No. 139 with a base zoning of Mixed Use, regulating the development and use of 260.94+/- acres in the Jonathan Phillips Survey, Abstract 719, generally located north of Ridgeview Drive, east of Chelsea Boulevard, south of State Highway 121, and west of Central Expressway. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein. (Closed to Public as Provided in the Texas Government Code.) 8.1 Reconvene and consider action on items resulting from Executive Session. 9. Adjournment.
