Call to Order and Announce a Quorum is Present. 2. Pledge of Allegiance. 3. Oaths and Certificates for Elected Officials. 3.1 Recognition of outgoing Councilmembers Dave Cornette and Dave Shafer. 3.2 Administration of the Oaths-of-Office and presentation of the Certificates-of-Election to the duly elected Councilmembers for Place Nos. 3 and 5. 4. Public Recognition. 4.1 Presentation of a Proclamation by the Office of the Mayor. Parks and Recreation Month 5. Citizens' Comments. [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Items may be removed for open discussion by a request from a Councilmember or member of staff.] 6.1 Approve minutes of the June 11, 2024, Regular City Council Meeting. 6.2 Authorize the City Manager to execute an agreement with Iron T Construction, Inc., for Phase 2 of the city-wide Bridge Repair Project for $1,335,290. 6.3 Authorize the City Manager to execute a Three-Year agreement with Environmental Systems Research Institute, Inc., for a Small Government Enterprise Software License Agreement with an average annual spend of $77,633 per year, for a total of $232,900. 6.4 Authorize the City Manager to execute an agreement with Tech Logic for the purchase,  installation, and services of an Automated Material Handling System for the Allen Public Library for $173,000. 6.5 Authorize the City Manager to execute an agreement with Library Interiors of Texas, LLC, for the Allen Public Library Moving Services Project for $228,899. 6.6 Set August 13, 15, and 16, 2024, as the dates for the City Council Budget Workshop with City Council and Executive Staff. 7. Regular Agenda. 7.1 Conduct the election of Mayor Pro Tem. 7.2 Confirm appointments of Councilmembers as Board Members and Council Liaisons to City Boards and Commissions and Other Boards as nominated by Mayor Brooks. 8. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein.
