Items may be removed for open discussion by a request from a Councilmember or member of staff.] 5.1 Approve minutes of the December 10, 2024, Regular City Council Meeting. 5.2 Adopt an Ordinance approving and enacting Supplement No. 21 to the Code of Ordinances. 5.3 Adopt an Ordinance approving and enacting Supplement No. 22 to the Allen Land Development Code. 5.4 Authorize the City Manager to execute an agreement with Pape-Dawson Consulting Engineers, LLC, for design services of the Lost Creek Lift Station Rehabilitation Project for $168,300. 5.5 Authorize the City Manager to execute an agreement with Convergint Technologies, LLC, for Security and Access Controls at the Allen Public Library for $251,705. 5.6 Authorize the City Manager to execute a four (4) year lease agreement with Dell Financial Services, LLC, and GTS Technology Solutions, Inc., for 105 Mobile Data Computers for  Public Safety use for $145,195 annually. 5.7 Authorize the City Manager to execute a Purchase Agreement with Musco Sports Lighting, LLC, for Lighting Upgrades at the Allen Community Ice Rink for $189,471. 5.8 Authorize the City Manager to execute a contract with A&C Construction, Inc., for the construction of a Train Cover at the Allen Heritage Center Train Depot for $557,723. 5.9 Approve Consent to Sale of Assets of Blue Sky Sports Center of Allen LP to Sting Group LLC and the Assignment of the City of Allen Ground Lease with Blue Sky Sports Center of Allen LP to Sting Group LLC and/or related entity; and authorize the City Manager to negotiate and execute an agreement on behalf of the City for the Consent to Sale of Assets of Blue Sky Sports Center of Allen LP to Sting Group LLC and the Assignment of the City of Allen Ground Lease with Blue Sky Sports Center of Allen LP, and to execute any related instruments thereto, as approved by the City Attorney. 6.
