Items may be removed for open discussion by a request from a Councilmember or member of staff.] 6.1 Approve minutes of the February 25, 2025, Regular City Council Meeting. 6.2 Adopt an Ordinance amending the Code of Ordinances of the City of Allen Chapter 6, "Health and Environment," by adding Article X for the "Crime-Free Multi-Family Housing Program." 6.3 Adopt a Resolution appointing the Board of Directors of the Allen Tax Increment Financing (TIF) Reinvestment Zone No. 4 ("Sloan Corners Zone"). 6.4 Authorize the City Manager to execute an agreement with Fuquay, Inc., for the installation of Manhole Lining for the Sloan Creek Trunk Sewer Project for $123,319.  6.5 Authorize the City Manager to execute an agreement with Binkley & Barfield, Inc., for the Design of the Jupiter Sanitary Sewer Main and Oak Hill Water Main Replacement Project for $381,000. 7.
