Items may be removed for open discussion by a request from a Councilmember or member of staff.] 6.1 Approve minutes of the March 11, 2025, Regular City Council Meeting. 6.2 Approve minutes of the March 11, 2025, Joint Workshop of the Allen City Council and Planning and Zoning Commission. 6.3 Adopt a Resolution authorizing the City Manager to execute a Reimbursement Agreement with the State of Texas acting by and through the Texas Department of Transportation for the purchase of Traffic Signal Equipment.  6.4 Authorize the City Manager to execute an Interlocal Agreement with North Texas Municipal Water District (NTMWD) for the Cottonwood Creek Bank Stabilization Project. 6.5 Award bid and authorize the City Manager to execute an agreement with Cardinal Strategies Construction Services, LLC, for the Design and Construction of the 2025 Creek Bank Stabilization and Trail Replacement Project for $710,003. 6.6 Authorize the City Manager to execute an agreement with DataProse, LLC, for Utility Billing Printing and Mailing Services for $270,000, with an option to renew up to Four (4) additional One-Year terms. 7. Regular Agenda. 7.1 Authorize the City Manager to negotiate and execute a TIF Zone No. 2 Project Development Agreement between the City of Allen and Allen Economic Development Corporation to provide funding for property acquisition and for certain street improvements within the Zone in Downtown Allen. 7.2 Conduct a Public Hearing and adopt an Ordinance to amend Planned Development No. 141 with a base zoning of Mixed Use, regulating the development and use of Lot 1, Block A, Allen Gateway Addition.
