I. PUBLIC COMMENTS
GENERAL AUDIENCE. Citizens who desire to address the City Council with comments of a
general nature will be received at this time. The total amount of time that a member of the public
may address the City Council is limited to three (3) minutes, provided that any member of the public
who addresses the City Council through a translator is limited to six (6) minutes. In accordance with
the Texas Open Meetings Act, the City Council is restricted from discussing or taking any action
on items not listed on the agenda. It is our policy to have all speakers identify themselves by
providing their name and residential address when making comments.
CONSENT AND REGULAR AGENDA ITEM. Citizens who desire to address the City Council, with
regard to matters on the Consent Agenda or Regular Agenda will be received either at this time or,
if they state at this time that they elect to do so, during the City Council’s consideration of the item.
The total amount of time that a member of the public may address the City Council on a given item
is limited to three (3) minutes, provided that any member of the public who addresses the City
Council on a given item through a translator is limited to six (6) minutes. Comments or discussion
by the City Council Members will only be made at the time the agenda item is scheduled for

II. CITY COUNCIL COMMENTS
Notice is hereby given in accordance with Section 551.0415 of the Texas Government Code,
the City Council of the City of Arcola may receive reports about items of community interest
from City staff and/or a member of the City Council, but no action or possible action shall be

taken or discussed concerning the subject of such report, except as provided by Section
551.042 of the Texas Government Code.

III. CONSENT AGENDA
All Consent Agenda items listed are considered to be routine by the City Council and will be
enacted by one motion. There will be no separate discussion of these items unless a Council
Member requests, in which event the item will be removed from the Consent Agenda and
considered in its normal sequence on the agenda.
A. Consideration of and Action to approve the minutes of the City Council Regular meeting
on Tuesday, June 9, 2026, Regina Vega Hutchinson, City Secretary
IV. PRESENTATIONS

A. Discussion, Consideration of and Possible Action: Approval of change order for the paving
of Honey Grove St in the amount of $65,496.80. Mayor Fred Burton
B. Discussion Consideration of and Possible Action to approve the reservation of 13 water and
sewer taps for the next plant phase for the Arcola Commerce Commercial Development
project located on Highway 6 Arcola. Mayor Fred Burton
C. Discussion, Consideration of and Possible Action: To approve removal of a PD vehicle from

D. Discussion, Consideration of and Possible Action: To authorize the Municipal Courts to
purchase (3) new printers and (3) ticket writers for the Police Department. Marcus Wilson

E. Discussion, Consideration of and Possible Action: Review to review and approve the
Brooks Watson 2025 annual financial report as of September 30th, 2025. Jon. Watson,

F. Discussion, Consideration of and Possible Action concerning the De-annexation of Arcola
Community Estates. Mayor Fred Burton
G. Discussion, Consideration of and Possible Action regarding the employment of JingJing
Clemance as City Financial Director/Treasurer and the transition of Ingrid Flornoy from the
position of City Secretary. Rosemary Bell
VI. CONTRACT AND AGREEMENTS
A. Discussion, Consideration of and Possible Action: authorizing the City of Arcola, Texas to
enter into a monthly contract with Don McCall Public Safety Consultant, not to exceed
$5000.00 in a single month. Mayor Fred Burton
VII. Ordinances and Resolutions
A. Discussion, Consideration of and Possible Action: to adopt an Ordinance increasing the
Judges fees and District Attorney fees with the City of Arcola Municipal Court. Judge Mo/

B. Discussion, Consideration of and Possible Action: to adopt an Ordinance authorizing the
city of Arcola to provide health and accident coverage to the Mayor through the Texas

VIII. CLOSED EXECUTIVE SESSION
The City Council will convene into Closed Executive Session as authorized under Sections
551.074 of the Texas Government Code for:
Personnel Matters. The City Council will deliberate the appointment, employment,
evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee,
or to hear a complaint or charge against an officer or employee.

(Consultation with Attorney): Consultation with attorney under Government Code
Section 551.071(1) to seek or receive attorney's advice on pending or contemplated

IX. COUNCIL ADJOURNS CLOSED EXECUTIVE SESSION AND RECONVENES INTO
REGULAR SESSION
A. Council Members may discuss and take any action necessary related to the Police
