CALL TO ORDER:
A quorum being present, C. Obodzinski called the meeting to order at 7:31 p.m.
APPROVAL OF MINUTES:
L. Sakata moved to approve the Minutes of the Bicycle Advisory Commission Meeting from
November 18, 2021. R. Lenski seconded the motion and the motion carried unanimously.
REPORTS:
B. Schwab reported that the Village received several proposals for the Phase I Study for the Windsor
Road Diet. The contract was awarded to Civiltech Engineering, Inc and the Phase 1 kick-off meeting with
IDOT was held in January. The draft report will be submitted to IDOT within a few weeks. However,
environmental clearances will likely not be received until October 2022.
B. Schwab reported that the BPAC’s recommendation to stripe combined bike and parking lanes along
White Oak St will be presented to the Village Board in a memo in the weekly packet. Staff intends to
proceed with the project using the contractor secured through the Northwest Municipal Conference
Suburban Purchasing Cooperative and will be completed in the summer of 2022 or early fall.
J. Juffa asked about the timeline for the Windsor Road Diet project. B. Schwab explained that the only
phase currently budgeted and planned for is Phase 1. Phase 1 is the preliminary engineering which
includes traffic studies, intersection impacts, environmental impacts, explores different design options and
overall feasibility of the design. Phase 1 includes a public open house to discuss the proposed
improvements and will introduce the project and provide an opportunity for public feedback. B. Schwab
stated it will be at least one year before Phase 1 is completed. If the project is supported and funding is
available, it would then move to Phase 2 which is the design and that could also take a year or two
depending on what type of funding the project receives. And finally, Phase 3 which is construction.
Given that no other phases are currently planned it is hard to say when it would go to construction. An
estimate is at least 2 years out but could be longer.

R. Lenski asked if the White Oak St Combined Parking and Bike Lane project went out for community
input. B. Schwab explained that since the Village is not making any changes to road use it was
determined that we did not need to have a public comment period. White Oak St already allows parking
and the Village is just going to stripe the parking lane.
OLD BUSINESS:
Community Bike Ride June 4, 2022
Sgt. Mandell introduced Ofc. Ovington to the BPAC. Ofc. Ovington made a flyer for the
Community Bike Ride and plans to distribute around the Village. Sgt. Mandell reported that
Arlington Bike Club, Ride Illinois, Sam Cycle, and Village Cycle Sport will be there and he has
requested they provide giveaways that can be raffled off to participants at the end of the ride. In
addition, the Police Department just purchased 115 helmets in various sizes, so some of those
helmets will be raffled off for different ages at the end of the event as well. Sam Cycle is
planning to have e-bikes at the event. Ofc. Ovington and another police officer will be at the
event to give out bike safety talks for younger riders. The Ride Illinois representative has agreed
to do a bike safety talk for older riders that are interested. Sgt. Mandell indicated we need to
solidify the time of the ride. He proposed have the younger rider talk after the short course ride
to give them something to do while the long course riders finished. P. Danko suggested that the
flyer make it known that all ages and all levels of ability are welcome to the event. Ofc.
Ovington said that the Village intends to build a page for this event on the Village website and
that will have more information and wants to keep the flyer simple.
Sgt. Mandell said he remembers years ago that J. Juffa wanted this event to be bigger and the
Police Department is really pushing to make this event bigger and is hopeful the efforts will pay
off. P. Danko indicated that Village Cycle used to send out an e-blast that included information
about the Community Ride and that would help get the word out.
J. Juffa explained the route will start at North School Park and both the long ride and short ride
will start at the same time. The short route will be about 4 miles and the long ride will be just
under 15 miles. The ride will circle back to North School Park around 4 miles and give the
chance for riders to end and those that wish to keep going will continue on. J. Juffa suggested
having vendors start setting up at 9am with the ride beginning promptly at 9:30am.
Sgt. Mandell asked if preregistration was done in the past. B. Schwab said yes and explained
that the Legal Department required that all riders sign a waiver which is posted on the website
for registration. B. Schwab will need the route length finalized and then she will send the waiver
to be reviewed by Legal. B. Schwab is unsure if language needs to be added for COVID, but not
much else needs to change other than year and route length, so it should be a quick review. Once
Legal approves the waiver she will send it to the Communications and Outreach Coordinator to
post the waiver on the Village website. Ofc. Ovington indicated that she was working with the
new Coordinator as well.
Sgt. Mandell indicated that he received the Bike Safety Quiz from Ride Illinois and has branded
it for the Arlington Heights Police Department. There is a quiz for a child, adult, and motorist to
take on bike safety. Sgt. Mandell is working on getting cards printed with the quiz link and
encouraging children from ages 8 to 15 by offering prizes. Dick’s Sporting Goods has donated
two $300 vouchers for a new bike. The Dick’s Sporting Goods vouchers will be raffled off at
National Night Out which is August 2, 2022. Sgt. Mandell is also trying to get them to have a
table at the Community Bike Ride.

C. Obodzinski offered to reach out to Steve Andrews at Pace to bring the demo for the Bike on
Buses.
Sgt. Mandell will work with Public Works to block Evergreen St off the morning of the event.
He indicated the permit from the Arlington Heights Park District has been obtained and he is
hoping to have a representative there promoting Safety Town. C. Obodzinki asked about
morning of registration. D. Easley stated that paper registration went away a few years ago and
that if people wanted to register the day of, they can just do it online. B. Schwab will ask the
Marketing Coordinator about creating a QR code that people can scan to make it easier to
register.
B. Schwab asked what specifically the Police Department needed from the BPAC on the
morning of the ride. Sgt. Mandell indicated that he plans to publicize heavily in May but will
also e-mail the flyer to BPAC, so they can also distribute the flyer. C. Obodzinski asked if
Police Department can notify the BPAC when they post so they can like the page and share it.
Ofc. Ovington said she will post on Facebook, Twitter, Citizen Observer, Next Door, Neighbors
by Ring, and the Village website.
J. Juffa presented the map of the proposed rides and asked for feedback from the group. J. Juffa
tested out the route and thinks it rides well overall. However, J. Juffa asked if patching could be
completed on Rockwell St. B. Schwab indicated the Village received a DCEO grant this year
and there was a plan to rehabilitate Rockwell Street this summer but the Village just received
notification that the grant was put on hold, so it was cut from the 2022 program. J. Juffa is going
to route the riders to Orchard to avoid some of Rockwell St. J. Juffa thinks it is critical to have
an officer at Central Rd. Sgt. Mandell is going to have two e-bikes and several regular bikes in
lieu of squad cars this year. Sgt. Mandell asked if there was a way to highlight the new crossing
at Dwyer and Kirchhoff. The BPAC brainstormed some alternate route options to include the
crossing. J. Juffa will test ride the new route and if it is good, he will send to B. Schwab in
multiple file formats, so it can be posted on the website.
Sgt. Mandell asked if the BPAC had contacts with the press to come out to events. D. Easley
indicated that in the past they have notified Pioneer Press and the Daily Herald to come to the
rides. B. Schwab remembered the Chicago Tribune also attending one of the past rides. D.
Easley will try to remember who he reached out to in the past and will get back to the BPAC.
Sgt. Mandell said Police has a contact with someone from the Patch he can reach out to and
someone from Journal Topics.
C. Obodzinski asked if there was a way to get the Arlington Heights Park District to donate a
punch card to Safety Town or for the pool as an initiative to get people to sign up early and
ensure preregistration. Ofc. Ovington agreed to look in that option.
C. Obodzinski would like to discuss roles and responsibilities for the day of the event at the May
meeting and asked if there was a list of jobs from previous events. D. Easley said it has been
informal in the past. J. Juffa asked for at least one person to help him set out the signs the
morning of the event. C. Obodzinski will know if she can help after May 19th when she gets her
schedule for the month. Ofc. Ovington mentioned that if volunteers are needed that St. Viator
students have always been helpful. D. Easley has brought tents and tables from home. Sgt.
Mandell and Ofc. Ovington said Police has tents and tables that they can bring to set up.

C. Obodzinski thanked the Police Department and J. Juffa for their efforts and stated it was
obvious they put a lot of work into this initiative and is looking forward to a successful event.

OTHER BUSINESS:
B. Schwab was made aware of in issue from another Village commission and was asked to remind the
BPAC that e-mail correspondence must be limited to only one person. If more than one person is
included in an e-mail exchange it is considered a meeting and in violation of the Open Meetings Act. B.
Schwab stated if she sends an e-mail to the group, please only respond to her directly and not the group.
Sgt. Mandel showed the BPAC some swag that includes bike helmet stickers, bike handle lights, bike
bells, slap bracelets, etc. The items are mostly supported by Crime Stoppers and will have their logo and
the Arlington Heights Police Department logo on them and will be available for handouts.
The next meeting is tentatively scheduled for May 11, 2022. B. Schwab will send out an e-mail to
confirm the meeting.
