Page 1 of 7 Minutes of the Arlington Heights Bicycle and Pedestrian Advisory Commission Thursday, April 25, 2024 in the Community Room at Village Hall COMMISSION MEMBERS IN ATTENDANCE: Richard Lenski, Chairperson Paul Danko David Easley Lyn Sakata Juergen Juffa Charlotte Obodzinski MEMBERS ABSENT: Dr. Jay Virchow STAFF PRESENT: Briget Schwab, Engineering Liaison, VAH Sergeant Russell Mandel, Police Department, VAH OTHERS PRESENT: Pete Schmelzer, Arlington Heights Bike Club Ford Sakata, Arlington Heights Bike Club RESIDENTS IN ATTENDANCE: N/A CALL TO ORDER: A quorum being present, R. Lenski called the meeting to order at 7:33 p.m. APPROVAL OF MINUTES: May 16, 2023 BPAC Meeting L. Sakata made motion to approve, D. Easley seconded. All in favor, motion passed. August 22, 2023 BPAC Meeting P. Danko made motion to approve, L. Sakata seconded. All in favor, motion passed. October 10, 2023 BPAC Meeting D. Easley made motion to approve, C. Obodzinski seconded. All in favor, motion passed. March 14, 2024 BPAC Meeting D. Easley made motion to approve, L. Sakata seconded. All in favor, motion passed. REPORTS: CHAIRPERSON’S REPORT: Windsor Drive Road Diet & Resurfacing Project: R. Lenski spoke about the letter he drafted to the Village Board from the BPAC on their positive stance for the project. He read the letter of support, which highlighted all of the project’s benefits for bicyclists, pedestrians and motorists. Everyone seemed in support of the letter as it was, with the exception of one grammatical change. R. Lenski gave the commission members one week to share any comments or changes to the letter. At that time, as long as any changes do not change the meaning of the letter, the letter will be given to B. Schwab to send to the Village Board. 1 Page 2 of 7 STAFF REPORT: Wilke Rd Resurfacing & Multi-Use Path Project: The eight-foot path is in. There are some breaks in it where they have not poured yet due to some utility conflicts that are being investigated. Question asked about the area at Central where the path just ends. It is possible that that is where utility issues are. P. Schmelzer asked if there will be a ceremony or ribbon cutting when the project is finished. B. Schwab will look into that as a possibility. Windsor Drive Road Diet & Resurfacing Project: R. Lenski asked B. Schwab whether or not the Village Board Trustees received the information they requested. They have not and B. Schwab is currently still investigating. She reached out to IDOT regarding some of the grant money and she has not heard back from them yet. Discussion followed about project phases. Com Ed Bike Path Project: As discussed at last meeting, B. Schwab reminded commission that they did get $480,00 from a community grant. She got the permission to have the kick meeting with IDOT. She met with Congressman Mike Quigley at the site and he took a bike ride around Lake Arlington. OLD BUSINESS: Bike Arlington Community Bike Ride 2024, May 18, 2024 Discussion followed on details of the ride. B. Schwab shared that the Route was approved with no changes. B. Schwab shared map with the Commission. Discussion followed on the map of the Route. Only comment that B. Schwab received back was that the Metra Station would not have bike racks/bike parking available because of brick work project. Rider Queuing area discussed. Volunteer stations discussed. Needed signage discussed. Tents/Vendors that will be in attendance: Dicks Sporting Goods, Village Cycle & Sport, AH Bike Club, AAA (maybe), D One Sports. Sponsorship was discussed. B. Schwab said that years ago she was told they could not have sponsors, but now that the bike ride has turned into a “special event” that possibly changes things. Avis Meade from the VAH Village Manager’s office told her that as the ride grows in popularity the BPAC will need to consider sponsorships in the future. Set up was then discussed. Number of registered riders right now is only at 52, but that is actually good because it is so early. It is anticipated, as in years past, people will wait for weather forecast before committing. Advertising discussed. Flyers passed out for distribution by the Commission. Sergeant Mandel said he had his Public Service Officer go around and hang them in local businesses. D. Easley confirmed he will do the snacks. (bars and bananas) Volunteer positions discussed. Will need 20-25. C. Obodzinski will work registration desk. B. Schwab will check with the Legal Dept to see if they can use just one paper waiver form for last minute, in-person registrants on the day of the ride. BPAC members and volunteers should arrive by 9:00 a.m. Sergeant Mandel said he will have eight Police officers on bikes for ride and Police motorcycles will be at the bigger intersections. Police will provide vests for the volunteers. Discussion followed on how to handle flats and repairs during the ride. P. Schmelzer said the Bike Club would be there to assist. R. Lenski thanked everyone for all of their hard work. NEW BUSINESS: Discussion about Lake Arlington bike path. The pedestrian and cyclist markings have worn away. B. Schwab will contact the Park District regarding this issue. C. Obodzinski mentioned she saw that they started the demolition of the buildings at Arlington Heights Rd and Algonquin Rd for the upcoming multi-unit residential property. She wondered if there was going to be any intersection updates because of this. B. Schwab will look into. C. Obodzinski brought up Dryden Place Apartments and how there are at times 15-20 bikes locked up to trees there and the need for a bike rack. She emailed B. Schwab about this. B. 2 Page 3 of 7 Schwab forwarded the email to staff and it was agreed that it was a problem. She explained she believed it was private property, but that a determination had not been made yet, but it is being discussed by staff on how to the handle situation. Sergeant Mandel showed the commission the “Walk Your Wheels” sidewalk stickers that they had discussed at the last meeting to install downtown. They would be removed after Alfresco. Planning Dept will make the final determination on these. Bike rack funding discussed. PUBLIC COMMENT: P. Schmelzer talked about the Ride of Silence that will be Wednesday, May 15, 2024 at Rec Park. He discussed details of this ten mile bike ride. OTHER BUSINESS: Next meeting is scheduled for August 2024. Date TBD. ADJOURNMENT: L. Sakata moved to adjourn the meeting. D. Easley seconded the motion and the motion carried unanimously and the meeting adjourned at 8:19 pm.
