MINUTES OF THE OPEN MEETING OF THE FIRE & POLICE COMMISSION OF THE VILLAGE OF ARLINGTON HEIGHTS HELD IN THE HR CONFERENCE ROOM ON OCTOBER 28, 2025 Commissioner Dean Walsh called the meeting to order at 3:14 p.m. The purpose of this meeting is to review and approve past meeting minutes, interview both Police Officer candidates as part of the background process, discuss the eligibility of specific Police Officer and Firefighter candidates, and discuss a draft revision of the BFPC Rules. Roll call of members: Dean Walsh, Chairperson Lynn Szabo, Commissioner Also present were: Kelly Livingston, Fire & Police Commission Liaison Greg Czernecki, Deputy Police Chief Joseph Murphy, Police Sergeant Citizens to be heard: No one in attendance Commissioner Lynn Szabo moved to review and approve the Open Session minutes of September 9, 2025. Motion was seconded by Dean Walsh. Motion approved. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso At 3:15p.m. Commissioner Lynn Szabo moved to go into Closed Session per 5ILCS120/2(c) (1): appointment, employment, compensation, discipline, performance or dismissal of specific employees or legal counsel. Motion was seconded by Dean Walsh. Motion approved. Commissioner Lynn Szabo made a motion to continue applicant, candidate DS in the process for Police Officer, pursuant to the Board of Fire and Police Commission Rule, Section 3.5 Police Department Staff Interviews, Background Investigation and Medical Exams. Motion was seconded by Dean Walsh. Roll call: Ayes: Walsh, Szabo Nayes: None Absent: Ramirez-Alonso 2|Page The Rules of the Arlington Heights Board of Fire and Police Commissioners are reviewed periodically to ensure ongoing compliance with applicable laws and alignment with current best practices and procedures. The Rules were last reviewed and updated in June 2025. The proposed rule changes reflect the transfer of appointment authority from the Board of Fire and Police Commission to the Village Manager. This change will take effect on January 1, 2026, or until the current list is exhausted or expires. This change will not affect the current Police Sgt eligibility list. Commissioner Lynn Szabo moved to recommend to the Village Board adoption of the revised rules as presented. Motion was seconded by Dean Walsh. Motion approved.
