MINUTES OF THE REGULAR MEETING OF THE COMMISSION FOR CITIZENS WITH DISABILITIES TUESDAY, August 12TH, 2025 6:30 P.M. BUECHNER CONFERENCE ROOM I. CALL TO ORDER The regular Commission of Citizens with Disabilities was called to order by Chairman Durkin at 6:30 p.m. in the Buechner Room at the Village Hall. II. ROLL CALL Present: Roxanne Calibraro, Commissioner Seth Goldberg, Commissioner David R. McCallum, Commissioner Pam McVoy, Commissioner Beith Deiter, Commissioner Jennifer Durkin, Chairman Also Present: Hannah Kane, Liaison TreWan Collins, Health & Human Services Mila Tsagalis, Director of Health & Human Services Not Present: Eva Mullinax, Commissioner Brian Harrison, Commissioner III. APPROVAL OF MINUTES a. A motion was made and agreed upon to approve the minutes of the May 13th, 2025, Commissions for Citizens with Disabilities Meeting. IV. Reports A. Commissioner Roles Commissioners went through the list of events they will be taking on, along with small projects as well. Commissioner Goldberg will be taking lead managing the abilities celebration, Commissioner Mcvoy will be taking on helping with speakers and presentations that commission plans on hosting later this year, along with commissioner Deiter offering to be a point person for Frontier days going forward, Chairman Durkin has chosen to take on the new Disability & Advocacy Award project that was created by the commission this year of 2025. Other commissioners have offered to assist and help alongside during the process when needed. V. OLD BUSINESS A. Voting (Meeting/Award name) The Commission needed to come up with a name for the new award that they hope to present, hopefully next year in the spring. Chairman Durkin recommended the “Disability & Inclusion Award”. Other ideas were introduced and ultimately dismissed by the group. Commissioner Goldberg inquired about logistics, such as how people would be nominated for this award, and the commissioner explained that Liaison Hannah Kane would help in creating QR codes on a postcard or flyer. These flyers would be handed out and posted in businesses to bring awareness, and will also be promoted on the village website. B. Frontier Survey questions No survey was developed by commissioners. Commissioners discussed concerns that were noted during the event this year, such as not having a table for the commission, attendees feeling mistreated, rides were open but not open to all ages, and there being no shade or water available for the children. The commission discussed these as additional reasons why the commission strongly believes in a sensory tent for the event next year. Commissioner Goldberg did remind the commission that there was construction this year and that it was also difficult for volunteers to maneuver and get into the event because of the construction going on at the park district. Chairman Durkin believes a series of topics need to be discussed with Frontier Days first before next year’s event, including parking, lack of accessibility, seating for the public, and designated areas or shade and water. VI. NEW BUSINESS A. ADA/SSDI Speaker Commissioners talked about having an ADA speaker to go over disabilities in the community with a focus audience of business owners, along with another SSDI speaker with an audience of family members and parents of individuals with disabilities. The commissioners decided to look into speakers outside of the meeting and come back next meeting with some recommendations. B. Abilities Celebration Commissioner Goldberg recommends that the Commission do an Ability Celebration. Commissioner Golderberg explained the idea which the Commission would host and would include DJs, booths, and non-for-profit organizations. This celebration was in planning stages in 2020, but due to COVID, it was unfortunately canceled. Commissioner Goldberg would like to propose the idea to Village Manager Randy Recklaus and Mayor Jim Tinaglia, along with the Commission's support. Chairman Durkin recommended that the Commission consider partnering with other events first before tackling on an event so big. Commissioner Goldberg claims the event he is trying to get the Commission to host would be way broader and bigger. There was discussion amongst commissioners regarding the manpower and funds this sort of event would require, and they expressed concerns about the Commission’s capacity. The Commissioners shared a general consensus that this is a good idea, and noted there are some important questions that need to be answered, such as, “What is the budget for this event? Do we have a space for something like this? Are we able to have any volunteers to help run the event?” before commissioners feel comfortable voting on this. Commissioner Goldberg says he can obtain a lot of the materials that are needed for this event for free or at a minimal cost. Commissioners brought up the question of who the event is targeted at, noting the Commission doesn’t want to re- invent the wheel; there are many other similar local events that the Commission could partner with. Commissioner Goldberg was assigned to create a budget and proposal to present to the other Commissioners at the next meeting. C. 2020 Proposal The 2020 Proposal for the original Abilities Celebration was presented along with Commissioner Goldberg’s request to revisit hosting and planning an abilities Celebration, given the original event had to be cancelled in the beginning planning stages due to COVID-19. The Commission will hear Commissioner Goldberg’s proposal and event budget at the next meeting and plan to vote to see if this is an event they are going to host and be responsible for. IX. ADJOURNMENT With no further business to discuss, a motion was to adjourn by Commissioner Deiter, seconded by Commissioner Mcvoy, and approved by unanimous consent, adjourned 8:00 P.M.

CALL TO ORDER The regular Commission of Citizens with Disabilities was called order by Commissioner Durkin at 6:32 p.m. in the Buechner Room at the Village Hall. II. APPROVAL OF MINUTES A motion was made and agreed upon the Commissioner to approve the minutes of March 11th, 2025 Commissions for Citizens with Disabilities Meeting. IV. REPORTS A. Update from Liaison Liaison Hannah Kane shared with the Commission the ADA Complaints that she received from residents. One of the complaints came from Crescent Place off of Rand Rd in Arlington Heights, the doors are too heavy for anyone to operate she has tried to get in contact with the property manager and was unsuccessful in getting a response from the property, which has led to The Village sending a violation letter to the apartment complex. Another complaint was from a private condo association company within the community, some residents are having difficulty getting from the parking lot to the complex. The condo building has built a railing along with a ramp for residents to access the parking lot and the complex with ease if they are wheelchair-bound or unable to use the steps. Page 2 of 8 B. Chairman Appointed Jennifer Durkin was appointed as Chairman for the Commission; All Commissioners congratulated her. Jennifer is ready to take on the new role as Chairman for the Commission and is eager to learn Roberts Laws in order to ensure the success of the Commission with the help with the Commissioners. V. OLD BUSINESS A. Strategic Goals Chairmen Durkin revised the three goals that the Commission agreed upon, one of those goals was "The Community Recognition Award". Each Commissioner had the assignment to go home and write a prompt for the award to be marketed, two drafts were sent to Hannah Kane. The Commission decided to combine both written prompts together in order to post them on our Village Social Media page and get the ball rolling for the award. Going forward The Commission is to touch base on ideas and try to combine them together in order to make this happen by the end of June. Having an ADA public speaker for the year was another one of the Commission's goals. Commissioner Calibraro brought up how we have had Peter Burg who works at UI Health he also supervises the entire university; they could be a good source for an ADA speaker. Commissioner Calibraro also stated that The Commission needs to find someone that "won't do it by the seat of their pants, someone that does this every day and that can field the questions". Noted challenges in getting the business owners to engage. Commissioner Calibraro says in her experience it's been easier to get business owners to attend these events in the morning rather than in the afternoon. The Commission wants to consider having two ADA speakers one for business and another one for the public. Commissioner McVoy suggested that the Commission has someone who works in the Social Security Office come speak at an event to inform parents how the approval/denial process works. Commissioner Roxanne agreed that it was a great idea because a lot of parents just don't know how to apply or where to go to start the process. Chairman Durkin also suggested a Q/A session with a speaker from The Village, to discuss parking around Alfresco and ADA Accessibility for people with disabilities. VI. NEW BUSINESS A. Frontier Days All Commissioners had the responsibility of coming up with questions for there survey that they were going to have at Frontier Days. Not everyone was able to complete the assignment due to concerns about The Commission not having a table at the event this year. Tre Collins offered to hold hard copies and pass out the survey as a solution. The Commission took the time to just brainstorm a few questions for the next meeting, one question was "What is the age range of you? or the person you know with a disability." Liaison Hannah Kane informed The Commissioners that there is Construction at the Park District this year so the event has limited space. Unfortunately, this is the reason why The Commission is Page 3 of 8 unable to have a table at the event this year. The majority of The Commissioners will be able to attend Frontier Days which is on July 5th from 9 am-11 am. C. Identify and discuss Federal Actions Liaison Hannah Kane shared with The Commissioners that she attended training through Access Living, they gave a wonderful presentation on what happens on the federal level when comes to the disabled community and ADA. Chairmen Durkin offered other resources called 5 Calls.com where you can register and discuss the issues in your community with your local senate. XI. ADJOURNMENT With no further business to discuss, a motion was to adjourn by Commissioner Calibraro, Seconded by Commissioner Harris, and approved by unanimous consent. Meeting adjourned at 8:15 P.M.
