MINUTES VILLAGE OF ASHWAUBENON PUBLIC WORKS & PROTECTION COMMITTEE TUESDAY, OCTOBER 7, 2025 5:30 PM Village Hall - Boardroom Phone (920) 492-2301 2155 Holmgren Way, Ashwaubenon, WI 54304 ashwaubenon.gov 1. Call to Order The meeting was called to order by Trustee Gary Paul at 5:30 pm. 2. Roll Call Attendee Name Present Excused Gary Paul Jay Krueger Kelly Servais Jon Brunette JoAnn Euclide Others: Joel Gregozeski (Village Manager), Mary Kardoskee (Village President), Tom Rolling (Interim Police Chief), Kris Teske (Clerk), Matt Plautz, John Fanta (Bassball Cages), Jace Baumann (Bassball Cages), and Tyler Smith (District Pour Haus). 3. Pledge of Allegiance The Pledge of Allegiance was recited. 4. Action on Agenda Motion (Krueger, Servais) to Approve the agenda of the October 7, 2025, Public Works and Protection Committee meeting. Motion carried unanimously. RESULT: APPROVED [UNANIMOUS] MOVER: Trustee Jay Krueger SECONDER: Trustee Kelly Servais AYES: Gary Paul, Jay Krueger, Kelly Servais, Jon Brunette EXCUSED: JoAnn Euclide 5. Action on Minutes a. Consider/Discuss/Act on the Minutes of the September 2, 2025, Public Works and Protection Committee Meeting. Motion (Servais, Krueger) to Approve the minutes of September 2, 2025, Public Works and Protection Committee meeting. Motion carried unanimously. Items for Discussion & Possible Action a. Consider/Discuss/Act on Appeal of Denied Operator's License - Matthew S. Plautz Motion (Krueger, Servais) to open the floor. Motion carried unanimously. Matthew Plautz stated his case for his appeal. Motion (Krueger, Servais) to close the floor. Motion carried unanimously. Motion (Krueger, Brunette) to Recommend Denial at Village Board the appeal of denied operators license for Matthew Plautz. Motion carried unanimously. Consider/Discuss/Act on a Class "B" Beer/"Class B" Liquor License Request for Boomerang Stadium Holdings, LLC dba The Bassball Cages. Motion (Krueger, Servais) to open the floor. Motion carried unanimously. John Fanta and Jace Baumann from Bassball Cages explained why they wanted to have a Class B Beer/Class B Liquor License and where they would allow it. Discussion was held. Motion (Krueger, Servais) to close the floor. Motion carried unanimously. Motion (Krueger, Servais) to Recommend Approval at Village Board to approve a Class "B" Beer and "Class C" Wine license with the requirement of a revised premise description and map showing when alcohol can be served/consumed. Consider/Discuss/Act on Ordinance O10-3-25, Creating Chapter 11 Nuisances and Environment, Article 5, Camping Prohibited on Village Property. Due to recent concerns related to individuals illegally camping or taking habitation in public areas within the Village, including some Village parks, the following ordinance is being proposed establishing regulations to prohibit camping, lodging, or taking habitation on Village-owned property. The ordinance applies to all Village property, including parks, rights-of-way, parking lots, easements, and Village of Ashwaubenon Public Works & Protection Committee October 7, 2025 Minutes 2 other lands owned, leased, or managed by the Village. Key provisions include: Prohibition: It is unlawful for any person to camp or take habitation on Village property. Evidence of habitation may include tents, temporary shelters, tarps, umbrellas, bedding, cooking utensils, clothing, personal belongings, or vehicles used for sleeping or habitation. Enforcement: The Village may remove individuals and their camping materials from Village property. Exceptions: The ordinance does not apply to areas specifically designated for camping by the Village, or to individuals authorized to guard or protect Village property. Penalties: Violations are subject to penalties under Section 1-1-13 of the Ashwaubenon Municipal Code. Motion (Krueger, Brunette) to Recommend Approval at Village Board Ordinance No. O10-3-25, creating Chapter 11 Nuisances and Environment, Article 5, Camping Prohibited on Village Property of the Village of Ashwaubenon Municipal Code.
