Present: 12 - Mayor Tom Weisner, Alderman Tina Bohman, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman John Peters, Alderman Mike Saville, Alderman Rick Mervine, Alderman Edward Bugg, Alderman Lynne Johnson, Alderman Richard Irvin and Alderman Bob O'Connor Absent: 1 - Alderman Scheketa Hart-Burns PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF MEETING OF JANUARY 14, 2014 14-00008 Approval of the Minutes of the January 14, 2014 City Council Meeting . Alderman Mervine moved, seconded by Alderman Irvin, to approve the minutes of the Council Meeting held on January 14, 2014. Motion carried by voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman O'Connor,seconded by Alderman Donnell, to appoint Officer Ofc. Hornburg as Sergeant-At-Arms for this meeting. City of Aurora Page 1 City Council Meeting Minutes - Final January 28, 2014 PRESENTATIONS 14-00039 Kane County Water Association awards Aurora best-tasting water Water Production Superintendent, Dave Schumacher, presented the Mayor and City Council with the Kane County Water Association's 2013 Best Tasting Water award. Schumacher introduced the following staff members also present at the meeting: Assistant Superintendent Bob Leible, Laboratory Manager Nancy Sampson; and Engineer Rick Munson. Mayor Weisner reminded those present that Aurora has won this award several times, as well as the Illinois Section American Water Works best tasting water in five (5) separate occasions. Mayor Weisner expressed his gratitude to the Water Production team for the work they do, their leadership and best practices. 14-00040 Development Activity Building & Permits Review Building and Permits Director, John Curley, led a presentation on the Building and Permits division achievements and volume increases, and the success of the streamlining initiatives for permitting activity implemented since 2005. Among the many achievements, Curley said they have attained national recognition for their automated and automatic communication tools, have listed three (3) best practices on the ICC website, and have been asked to present at Sungard's regional and national conventions. Curley explained that the zoning, engineering and building processes have been greatly reduced over the years, and flexibility has increased for approvals, improving the ability to meet developers' needs. Curley added that they have adopted more reasonable building codes. Finally, Curley named some of the 2014 large projects now in review: the Plaza on New York project ($68 million valuation), Metro 59 ($87 million valuation), and the Outlet Mall Expansion ($96 Million valuation) among others. APPOINTMENTS 14-00035 A Resolution Appointing Laurie Hoffman as the Fox Valley Park District Representative to the Aurora Planning Commission Mayor Weisner introduced Laurie Hoffman, who oversees the recreation and communication operations at the Fox Valley Park District, and is a long term resident of the City of Aurora. Alderman Saville moved, seconded by Alderman Mervine, to approve this resolution. Motion carried by voice vote. Enactment No: R14-003 CONSENT AGENDA Alderman Saville moved, seconded by Alderman Irvin, to approve the Consent Agenda as read. Aye: 11 - Alderman Bohman, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Peters, Alderman Saville, Alderman Mervine, Alderman Bugg, Alderman Johnson, Alderman Irvin and Alderman O'Connor City of Aurora Page 2 City Council Meeting Minutes - Final January 28, 2014 13-00872 Resolution Authorizing the Mayor and City Clerk to Execute the Engineering Agreement with Engineering Enterprises, Inc. and to Appropriate Motor Fuel Tax Funds for the Farnsworth Avenue Drainage Improvements This Resolution was approved Enactment No: R14-004 13-00907 Ordinance Providing for the Termination of Special Service Area Twenty in the City of Aurora Established pursuant to Ordinance No. O92-94 on November 19, 1992. This Resolution was approved Enactment No: O14-002 13-00931 A resolution authorizing the purchase of an annual maintenance contract for the Aurora Fire Department Zetron Fire Station Alerting from Mercury Systems Naperville, Illinois. Total annual expense of $56,601.81. This Resolution was approved Enactment No: R14-005 13-00945 A Resolution authorizing the purchase of 15 replacement vehicles from the Illinois Department of Central Management Services or/and the Suburban Purchasing Cooperative in an amount not to exceed $400,000. This Resolution was approved Enactment No: R14-006 13-00946 A Resolution authorizing the purchase of fourteen (14) Ford Police Utility Interceptor vehicles and six (6) Ford Fusion police general purpose vehicles through the Suburban Purchasing Cooperative in an amount not to exceed $496,000. 00. This Resolution was approved Enactment No: R14-007 13-00947 A Resolution authorizing the purchase of one Bobcat Toolcat from Atlas Bobcat in an amount of $69,634.00 This Resolution was approved Enactment No: R14-008 City of Aurora Page 3 City Council Meeting Minutes - Final January 28, 2014 13-00948 A Resolution to purchase an Elgin Pelican Sweeper for the Street Maintenance Division from the Suburban Purchasing Cooperative in the amount of $174,320.00 . This Resolution was approved Enactment No: R14-009 13-00950 Resolution authorizing the purchase of two (2) E-One 1500 Gallon per Minute Fire Engines from Fire Service Inc., Saint John, Indiana in the amount of $803.874.00 for the Aurora Fire Department. This Resolution was approved Enactment No: R14-010 13-00954 A Resolution to Purchase 3500 SmartPoint Transceivers Units and 700 Iperl Water Meters from HD Supply Waterworks Ltd., Carol, Stream, Illinois in an Amount not to Exceed $485,000.00 for the Water and Sewer Division. This Resolution was approved Enactment No: R14-011 13-00955 A Resolution to Accept Plumbing Service Bids for the Water and Sewer Division This Resolution was approved Enactment No: R14-012 14-00004 A Resolution Authorizing Execution of Memorandum of Agreement between the City of Aurora and the Aurora Supervisor’s Association . This Resolution was approved Enactment No: R14-013 UNFINISHED BUSINESS 14-00020 A Resolution Authorizing the Execution of an Agreement in Support of the Aurora Area Convention and Visitors Bureau through the Hotel Operators' Occupation Tax. A motion was made by Alderman Mervine, seconded by Alderman Irvin, to approve this resolution. The motion carried.
