Special City Council Meeting
ROLL CALL
The Special City Council meeting was called to order at 2:20 p.m. by Mayor
Weisner, and the Roll was called.
Present: 12 - Mayor Tom Weisner, Alderman Tina Bohman, Alderman Ted Mesiacos,
Alderman Bill Donnell, Alderman John Peters, Alderman Mike Saville,
Alderman Scheketa Hart-Burns, Alderman Rick Mervine, Alderman
Edward Bugg, Alderman Lynne Johnson, Alderman Richard Irvin and
Alderman Bob O'Connor
Absent: 1 - Alderman Juany Garza
SPEAKERS
A motion was made by Alderman Hart-Burns, seconded by Alderman Bohman,
to allow speakers to address City Council. The motion carried by voice vote.
Rev. Dr. Terry Gallagher, of S. River St. in Aurora, addressed the City Council in
regards to item number 14-00379. Mr. Gallagher spoke about environmental
concerns, and encouraged all to go for the maximum green renewable energy.
RECESS
A motion was made by Alderman O'Connor , seconded by Alderman
Hart-Burns, to recess at 2:26 p.m. for approximately 20 minutes. The motion
carried by voice vote.
After a short recess, the City Council reconvened, and Mayor Weisner called
the meeting to order at 3:02 p.m.

UNFINISHED BUSINESS
14-00379 A Resolution Authorizing the Execution of an Agreement for the
Provision of Electricity Pursuant to the City of Aurora Electricity
Aggregation Program.
Chief Financial Officer Brian Caputo led a presentation on this item. Mr. Caputo
explained that the city is trying to make a decision on what to do for the next phase of
electricity aggregation. Caputo said that pricing has changed, but we are still going
through the process to see if we can do better for the community than what ComEd
has to offer. Caputo introduced Javier Barrios and Gary Fogelman with the consulting
firm Good Energy, who helped us secure bids for energy. Caputo added that we
secured free customer movement, which will allow customers to voluntarily opt out at
no charge.
Mr. Barrios addressed the new rates, and said that we obtained six(6) qualifying bids,
and provided a comparison of the lowest bids for brown energy, 100% national green
energy, and 100% Illinois and nearing states green energy. Barrios explained that if a
decision was made to not move forward with the program, and customers went back
to ComEd, after 60 days these customers are forced to stay with ComEd for the next
twelve(12) months, taking away their choice to move to another supplier.
Mr. Fogelman and Mr. Barrios addressed several questions from the Aldermen .
Mr. Caputo said that the 24 month recommended agreement represents lower cost
than ComEd by a small amount, no penalties for leaving the program, and 100%
green power, and concluded by saying that the presented agreement is still subject to
legal review.
Alderman Irvin had to leave the meeting a few minutes before the vote was taken.
A motion was made by Alderman O'Connor, seconded by Alderman Hart-Burns,
to approve this resolution. The motion carried.

Peters, Alderman Saville, Alderman Hart-Burns, Alderman Mervine,
Alderman Bugg, Alderman Johnson and Alderman O'Connor

Alderman Bohman moved, seconded by Alderman Hart-Burns, to adjourn the
meeting at 3:28 p.m. Motion carried by voice vote.
