Alderman Hart-Burms moved, seconded by Alderman Saville, to approve the minutes of the Council Meeting held on August 26, 2014. Motion carried by voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Hart-Burns, seconded by Alderman Mervine, to appoint Officer Huerta as Sergeant-At-Arms for this meeting. Dunham Pavilion This Resolution was approved. 14-00461 An Ordinance for the Establishment of a Special Service Area Number #179 Gonnella Baking Company Expansion, Kane County, in the City of Aurora and Providing for a Public Hearing and Other Procedures in Connection Therewith This Ordinance was adopted. 14-00474 A Resolution establishing the maximum number of Class K City of Aurora liquor licenses . This Resolution was approved. 14-00543 An Ordinance Granting a Special Use Permit with a Preliminary Plan for a Day Care on the Property located on the south side of Liberty Street between Station Boulevard and State Route 59, Aurora, Illinois, 60504 This Ordinance was adopted. 14-00667 A Resolution establishing the maximum number of Class F City of Aurora liquor licenses . This Resolution was approved. 14-00700 A Resolution to Award the Contract for the McCoy Drive Repairs to Alliance Contractors, Inc., 1166 Lake Avenue, Woodstock, IL 60098 in the amount of $204,000 . This Resolution was approved. This Resolution was approved. 14-00704 A Resolution Authorizing an Annual Action Plan Amendment (2014 - #4) to Reflect Funding Allocations for the Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) Programs and a Subrecipient Agreement Amendment with Joseph Corporation changing how Contractors are paid under the Safety First Program. This Resolution was approved. 14-00711 A Resolution approving the issuance of a Carnival License to Covenant Christian School / Windy City Amusements, Inc. for a carnival to be held at the West Aurora Plaza, LLC parking lot on September 18 - 21, 2014. This Resolution was approved. 14-00713 A Resolution Amending Purchase Order 276846 with Hey and Associates to provide landscape architecture construction assistance for the Green Infrastructure for CSO Control Project. This Resolution was approved. 14-00714 A Resolution Authorizing the Execution of a Contract to Purchase Real Property Known as 54-56 South Broadway Avenue, Aurora, Illinois . This Resolution was approved. 14-00718 A Resolution Awarding Mark It Striping the Low Bid for the Benton Street and Frontenac Street Bikeway Project in the Amount of $90,023.85 This Resolution was approved. 14-00720 An Ordinance Authorizing Execution of and establishing the Costs of Recapture for a Portion of the Indian Trail Road Improvements from its Terminus within the Stonegate Subdivision West to Farnsworth Avenue in Kane County, Illinois This Ordinance was adopted. 14-00723 A Resolution Authorizing the Adoption of the Revised Master Plan for Phillips Park. This Resolution was approved. Union Street, Aurora, Illinois 60505 (Jose Luis Cepeda - 14-00768 / AU27/4-14.002-V - ES - Ward 3) This was referred to the Planning Council and Planning Commission. REPORT 14-00739 Corporate Funds Investment Report - Second Quarter, 2014 . A motion was made by Alderman Hart-Burns, seconded by Alderman Mervine, to accept and file this report. The motion carried by voice vote. BILLS 14-00770 Bill Summary and Large Bill List A motion was made by Alderman Hart-Burns, seconded by Alderman Mervine, to approve and pay the bills as presented. The motion carried. The motion carried by voice vote. Mr. Rick Lawrence, of S. Calumet Av., addressed the City Council in regards to tax dollars and development agreements. CLOSED SESSION Alderman Saville moved, seconded by Alderman Hart-Burns, that at the close of this meeting, the City Council go into Closed Session to discuss the purchase or lease of real property, exception Section 2 (c) (5) of the Open Meetings Act, which authorizes this meeting to be closed to the public and that the City Clerk be directed to record the vote of each Alderman on this motion. Motion carried.
