Present: 13 - Mayor Tom Weisner, Alderman Tina Bohman, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman John Peters, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Rick Mervine, Alderman Edward Bugg, Alderman Lynne Johnson, Alderman Richard Irvin and Alderman Bob O'Connor PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF THE MEETING OF NOVEMBER 4, 2014 14-00962 Approval of the Minutes of the November 4, 2014 City Council meeting. Alderman Hart-Burns moved, seconded by Alderman Irvin, to approve the minutes of the City Council Meeting held on November 4, 2014. Motion carried by voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Hart-Burns, seconded by Alderman Irvin, to appoint Officer Hornburg as Sergeant-At-Arms for this meeting. City of Aurora Page 1 City Council Meeting Minutes - Final November 18, 2014 PRESENTATION 14-01008 2014 Miss Merry Christmas and Jack Frost Presentation Mayor Weisner led today's presentation of the 2014 Miss Merry Christmas and Jack Frost contest, an Aurora holiday tradition for nearly 50 years. Mayor Weisner introduced the 12 finalists out of the nearly 100 entries received. Finalists received a certificate in the following order: • Madeline Becker • Flynn Bennett • Camille Burns • Ryan Carey • Gabriella Clasen • Bianca Garcia • Jacob Hass • Gracyn Iwasyk • Myles Manuel • Kadareus O’Neal • Alianna Perez • Javian Sandoval Special Events manager Gina Moga explained that the titles of Miss Merry Christmas and Jack Frost would be randomly pulled out of a bucket, which contained the names of the top three (3) vote getters for boys and girls. Ms. Moga then welcomed special guests Santa Clause and Mrs. Clause, who drew the names of our 2014 Jack Frost and Miss Merry Christmas - Javian Sandoval and Madeline Becker respectively. CONSENT AGENDA Alderman Hart-Burns moved, seconded by Alderman Bugg, to approve the Consent Agenda as read. Eola Road, Aurora, Illinois 60503 This Resolution was approved 14-00981 A Resolution establishing the maximum number of Class E City of Aurora liquor licenses ( unofficially related to application from: TK Aurora, Inc. d/b/a Tilted Kilt Fox Valley, located at 1336 Fox Valley Center Dr.). The motion carried by voice vote. The following speakers addressed the City Council members in regards to the items listed under Unfinished Business: • Mr. Daniel Hass, of Cambridge Dr. in Aurora • Mr. Roger Vernon, of Ginger Woods Dr. in Aurora • Mr. Doug Buis, of McKesson Corporation in Aurora A discussion ensued between some of the Aldermen, city staff, and Seize the Future CEO Mr. Dave Hulseberg. 14-00887 An Ordinance Granting a Special Use Permit for a Medical Cannabis Dispensing Facility Use on the Property located at 1056 N. State Route 59, Aurora, Illinois, 60504 A long discussion ensued. The petitioners addressed questions and concerns from some of the Aldermen. Mr. Hulseberg and Chief Development Services Officer Mr. Wiet also addressed questions from the Aldermen and clarified some facts. Corporation Counsel stated for the record that Alderman Johnson was speaking her opinion on some of her statements, and cautioned the petitioners and the council that these are not a representation from the City. A motion was made by Alderman O'Connor, seconded by Alderman Mervine, to adopt this ordinance. The motion carried. Lake Street, Aurora, Illinois, 60506 Alderman Saville spoke briefly on this item. A motion was made by Alderman Saville, seconded by Alderman Garza, to adopt this ordinance. The motion carried. Mr. Hulseberg and Zoning Administrator Ed Sieben answered questions from the Aldermen. After a long discussion, Alderman O'Connor motioned to call the question, seconded by Alderman Peters. The motion carried by the following vote: Aye: 10 - Alderman Bohman, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Peters, Alderman Saville, Alderman Hart-Burns, Alderman Mervine, Alderman Irvin and Alderman O'Connor Nay: 2 - Alderman Bugg and Alderman Johnson A motion was made by Alderman Garza, seconded by Alderman Mervine, to adopt this ordinance.
