Present: 12 - Alderman Tina Bohman, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman John Peters, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Rick Mervine, Alderman Edward Bugg, Alderman Lynne Johnson, Alderman Richard Irvin and Alderman Bob O'Connor Absent: 1 - Mayor Tom Weisner PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF THE MEETING OF MARCH 24, 2015 15-00252 Approval of the Tuesday, March 24, 2015 City Council Meeting Minutes. A motion was made by Alderman Hart-Burns, seconded by Alderman Irvin, that this agenda item be approved and filed. The motion carried. Enactment No: R15-080 15-00192 A Resolution Authorizing the Mayor to Execute a Contract to Accept the Donation of Real Estate Known as Property Located at 774 North Avenue, Aurora, Illinois This Resolution was approved. Enactment No: R15-081 15-00193 A Resolution Authorizing the 2015 Ward Neighborhood Cleanup and Shred Events for the City of Aurora. This Resolution was approved. Enactment No: R15-082 City of Aurora Page 2 City Council Meeting Minutes - Final April 14, 2015 15-00199 A Resolution to accept 2015 Electrical Service Bids for the Public Works Department Electrical Division. This Resolution was approved. Enactment No: R15-083 15-00214 A Resolution authorizing the Mayor and City Clerk to execute a contract with Semper Fi Yard Services Inc. for the "Landscape Maintenance of Stormwater Best Management Areas". This Resolution was approved. Enactment No: R15-084 15-00220 A Resolution authorizing the Mayor and the City Clerk to execute a Real Estate Contract for the purchase of real property known as PIN 15-01-177-010 for the Aurora Fire Department . This Resolution was approved. Enactment No: R15-085 15-00222 An Ordinance Approving the First Amendment to Lease of Real Estate at the Aurora Municipal Airport (Joliet Avionics, Inc.) This Ordinance was adopted. Enactment No: O15-005 15-00234 A Resolution Authorizing Execution of Labor Agreement Between the City of Aurora and Aurora Fire Officers Association (AFOA) . This Resolution was approved. Enactment No: R15-086 15-00238 A Resolution Authorizing Execution of Labor Agreement Between the City of Aurora and Management/Supervisory Personnel of the Aurora Police Department. This Resolution was approved. Enactment No: R15-087 City of Aurora Page 3 City Council Meeting Minutes - Final April 14, 2015 15-00239 An Ordinance Authorizing the Execution of a Commercial Real Estate Sales Contract for the Sale of City-Owned Property Located at 2500 North River Road, North Aurora, Illinois, Commonly Known as The Fox Valley Golf Course. A motion was made by Alderman Hart-Burns, seconded by Alderman Irvin to allow Mr. Ron Johnson, Batavia IL, to speak on this item prior to the vote. Mr. Johnson objected to the sale of the Fox Valley Golf Course. This Ordinance was adopted. Enactment No: O15-006 UNFINISHED BUSINESS 15-00277 A Resolution Urging the State of Illinois to Protect Full Funding of Local Government Distributive Fund Revenues. Carie Anne Ergo, Chief Management Officer, provided a brief overview of the proposed resolution. A motion was made by Alderman Hart-Burns, seconded by Alderman Mervine to approve this item. The motion carried. Aye: 12 - Alderman Bohman, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Peters, Alderman Saville, Alderman Hart-Burns, Alderman Mervine, Alderman Bugg, Alderman Johnson, Alderman Irvin and Alderman O'Connor Enactment No: R15-088 15-00184 A Resolution Authorizing an Annual Action Plan Substantial Amendment (2015 - #1) to Reflect Funding Allocations for the Community Development Block Grant Program - Downtown Façade Improvement Project and Aurora Interfaith Food Pantry Vehicular/Pedestrian Safety Project This Resolution was held in council. City of Aurora Page 4 City Council Meeting Minutes - Final April 14, 2015 15-00215 An Ordinance Proposing the Establishment of a Special Service Area Number #181 Chicago Premium Outlets - Surplus Parking Lot Expansion, Kane County, in the City of Aurora and Providing for a Public Hearing and Other Procedures in Connection Therewith Richard Todas, Aurora, IL spoke during the Public Hearing as a representative of constiuents with concerns of the information related to the proposed Special Service Area (SSA). Mr. Todas was inquiring as to what specifically is included in the SSA. Alayne Weingartz, Corporation Council, addressed Mr. Todas' questions and provided the infomation requested. Willie Cox, Bilter Rd., Aurora, IL spoke during the Public Hearing. Mr. Cox lives near the Outet Mall and is concerned about the drainage at the Outlet Mall. Alayne Weingartz, Corporation Council, informed Mr. Cox she had referred these concerns to the City of Aurora Engineering Department and Chicago Premium Outlet Mall's attorney for further investigation. Ms. Weingartz noted that there will be follow up regarding this matter. Don Essling, Bilter Rd., Aurora, IL spoke during the Public Hearing. Mr. Essling also expressed concerns about proper storm drainage for the neighbors of the Outlet Mall. Mayor Pro-Tem O'Connor clarified that the only property involved in the SSA was the Outlet Mall. This Ordinance was adopted. Mayor Pro-Tem O'Connor opened the Public Hearing related to this item and asked if there were any speakers. There being no speakers, a motion was made by Alderman Hart-Burns, seconded by Alderman Irvin to close the Public Hearing. The motion carried by a voice vote. A motion was made by Alderman Hart-Burns, seconded by Alderman Irvin to adopt this ordinance. The motion carried. He asked for specifics regarding the intent of this item. Brian Caputo, Chief Financial Officer, answered Mr. McNerney's financially related questions. Alayne Weingartz, Corporation Council, provided information and offered to follow up regarding additional questions. Mayor Pro-Tem O'Connor opened the Public Hearing related to this item and asked if there were any speakers. A motion was made by Alderman Irvin, seconded by Alderman Hart-Burns to close the Public Hearing. The motion carried by a voice vote. There was additional discussion following the close of the Public Hearing. A motion was made by Alderman Saville, seconded by Alderman Hart-Burns to hold this item to the next City Council meeting. The motion carried by a voice vote. 15-00218 An Ordinance Proposing the Establishment of a Special Service Area Number #185 for the benefit of the property located at 958 Corporate Boulevard, Kane County, in the City of Aurora and Providing for a Public Hearing and Other Procedures in Connection Therewith . Mayor Pro-Tem O'Connor opened the Public Hearing related to this item and asked if there were any speakers. There being no speakers, a motion was made by Alderman Irvin, seconded by Alderman Hart-Burns to close the Public Hearing. The motion carried by a voice vote. A motion was made by Alderman Hart-Burns, seconded by Alderman Irvin to adopt this ordinance. The motion carried. There being no speakers, a motion was made by Alderman Hart-Burns, seconded by Alderman Saville to close the Public Hearing. The motion carried by a voice vote. A motion was made by Alderman Hart-Burns, seconded by Alderman Bohman to adopt this ordinance. The motion carried. The motion carried by a voice vote. Alderman Mervine moved, seconded by Alderman Saville, to direct Corporation Council to obtain certified copies of Alderman Johnson's arrest record from the court and make those copies available to the City Council by the meeting on April 28, 2015. The motion carried by a voice vote. REPORT 15-00256 Identity Theft Prevention Program Annual Report . A motion was made by Alderman Hart-Burns , seconded by Alderman Saville, that the report be accepted and filed. The motion carried by voice vote. BILLS 15-00306 Bill Summary and Large Bill List A motion was made by Alderman Hart-Burns, seconded by Alderman Irvin, to approve and pay the bills. The motion carried. Mr. Dan Hites, Aurora, IL spoke on Waubonsee Community College. A motion was made by Alderman Hart-Burns, seconded by Alderman Saville, to allow a speaker to address the City Council. The motion carried by voice vote.
