A motion was made by Alderman Hart-Burn and seconded by Alderman Saville to adopt the Ordinance as presented. A public hearing was required for this item. A motion was made by Alderman Hart-Burns, seconded by Alderman Mervine to open the public hearing on Item 15-1013. The motion carried by a voice vote to open the public hearing. There was one speaker, Rick Lawrence, who spoke in opposition of the proposed budget. Seeing there were no additional member of the public desiring to address City Council there was a motion by Alderman Hart-Burns, seconded by Alderman Mervine to close the public hearing. The motion carried by a voice vote to close the public hearing. Alderman Johnson spoke in opposition of adopting the proposed budget stating she did not want to support any increases to Aurora residents. Carie Anne Ergo, Chief Management Officer, spoke regarding the factors influencing the budget and addressed some statements made by the previous speakers regarding the property tax rate in Aurora. Mayor Weisner spoke regarding the State influences on the City of Aurora budget regarding pensions and public education funding. Alderman Bugg spoke in favor of the proposed budget citing the diversity and positive changes in economic development the City has continued to foster. Alderman Mervine spoke in favor of the proposed budget regarding the advancements and growth of the City and that progress should continue to be funded. Alderman Bohman spoke in favor of the proposed budget and the momentum the City has in turning problems into economic successes such as the TIF that made the Chicago Premium Outlets possible. Alderman O'Connor spoke in favor of the proposed budget speaking about the difficulties that the City has faced and continues to face without sacrificing amenities and services to the residents. He also thanked fellow Finance Committee Members, the Mayor and City Staff for their dedication in creating a balanced budget for the City.
