Present: 12 - Alderman Tina Bohman, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Rick Mervine, Alderman Edward Bugg, Alderman Judd Lofchie, Alderman Bob O'Connor and Mayor Richard Irvin Absent: 1 - Alderman Sherman Jenkins PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF THE SPECIAL CITY COUNCIL MEETING OF TUESDAY, JUNE 5, 2018, CLOSED SESSION MINUTES OF MAY 8 AND MAY 29, 2018 AND CITY COUNCIL MEETING OF JUNE 12, 2018 18-0504 Approval of the Tuesday, June 5, 2018 Special City Council Meeting Minutes. A motion was made by Alderman Franco , seconded by Alderman Hart-Burns, that the minutes be approved and filed. The motion carried by voice vote with an abstention from Alderman O'Connor. 18-0522 Approval of the following Closed Session Minutes: May 8, 2018, May 29, 2018 and June 5, 2018. A motion was made by Alderman Franco , seconded by Bohman, that the minutes be approved and filed. The motion carried by voice vote with an abstention from Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Hart-Burns and Alderman Saville from the May 29, 2018 minutes and Alderman O'Connor from the June 5, 2018 minutes. 18-0525 Approval of the Tuesday, June 12, 2018 City Council Meeting Minutes . City of Aurora Page 1 City Council Meeting Minutes - Final June 26, 2018 A motion was made by Alderman Franco , seconded by Alderman Saville, that the minutes be approved and filed. The motion carried by voice vote with an abstention from Alderman Hart-Burns. APPOINTMENT OF SERGEANT-AT-ARMS This was to appoint Officer Sullivan as Sergeant-at-Arms for this meeting. The motion carried by voice vote. PRESENTATION 18-0376 Recognition of the 4th of July Parade Grand Marshal . This Recognition was discussed and filed PUBLIC COMMENT The following members of the public spoke after Clerk McCambridge spoke regarding the rules adopted for public comment by the City of Aurora. Alderman Franco left the meeting at 6:24 P.M. and returned at 6:27 P.M. Joan Solms spoke against the Pride Parade. Bonnie McCrossen spoke regarding the new landlord and rental requirements for the City of Aurora. Don Damato spoke regarding the lodging ordinance that was passed. Kelsey Cozens read a letter from Endiro Coffee owner supporting the One Aurora Ordinance. John Laesch spoke in favor of the One Aurora Ordinance. Bertha Baillie read a message from Debbie Fisher in support of the One Aurora Ordinance. Adrien Gonzalez spoke regarding the support of the One Aurora Ordinance. There were no further speakers. Enactment No: R18-146 18-0443 A Resolution to accept a bid from Cardno, Inc., 6605 Steger Road, Unit A, Monee, IL 60449 for Native Plantings Landscaping Maintenance in the amount of $61,000. This Resolution was approved. Enactment No: R18-147 18-0446 A Resolution authorizing the Mayor and City Clerk to execute an Agency Agreement with the State of Illinois Department of Transportation, Division of Aeronautics and a not-to-exceed Construction Phase Engineering Services Agreement in the amount of $57,000 with Crawford Murphy and Tilly, Inc. for the Overlay Southeast Quadrant Perimeter Roadways Project (ARR 4636). This Resolution was approved. Enactment No: R18-152 18-0481 A Resolution Requesting Authorization for the Mayor to Execute the Local Agency Agreement for Federal Participation with the State of Illinois, the Director of Purchasing to sign the Phase 3 Construction Engineering Agreement with Baxter & Woodman, Inc. and the Appropriation of Motor Fuel Tax Funds for Montgomery Road Multi-Use Path Project, MFT #16-00311-00-BT.
