Present: 11 - Alderman Tina Bohman, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Rick Mervine, Alderman Edward Bugg, Alderman Judd Lofchie, Alderman Sherman Jenkins, Alderman Bob O'Connor and Mayor Richard Irvin Absent: 2 - Alderman Juany Garza and Alderman Ted Mesiacos PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF THE CLOSED SESSION MEETING OF TUESDAY, JANUARY 15, 2019, AND TUESDAY, JANUARY 22, 2019 AND MINUTES OF THE CITY COUNCIL MEETING OF TUESDAY, FEBRUARY 26, 2019. 19-0165 Approval of the following Closed Session Minutes: January 15, 2019 and January 22, 2019 . A motion was made by Alderman Hart-Burns, seconded by Alderman Jenkins to approve the minutes as presented. The Minutes was approved and filed by voice vote. 19-0177 Approval of the Tuesday, February 26, 2019 City Council Meeting Minutes. A motion was made by Alderman Hart-Burns, seconded by Alderman Bohman, for the minutes to be approved and filed. The motion carried by voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Hart-Burns, seconded by Alderman Bohman to appoint Officer Brian as Sergeant-at-Arms for this meeting. The motion carried by voice vote. City of Aurora Page 1 City Council Meeting Minutes - Final March 12, 2019 PRESENTATIONS 19-0105 Recognition of Marlin Mittag's service and contributions to the Block Grant Working Committee. This Recognition was discussed and filed. 19-0192 Recognition of Women's History Month with a Mayoral Proclamation This Recognition was discussed and filed. 19-0193 Recognition of the anniversary of the National Girl Scouts founding date of March 12, 1912 in commemoration of Women's History Month. This Recognition was discussed and filed 19-0194 A presentation of community donations for the Aurora Strong Community Fund This Recognition was discussed and filed PUBLIC COMMENT After Clerk McCambridge made a statement regarding public comment, the following addressed members of City Council: Jay Strang, District 204 Chief Business School Official, spoke regarding Item 17-00875. He voiced concern over high density residential being recommended. Nicholas Heald spoke against abortion. Matthew Wiersma spoke against abortion. Mary Ann Vincent spoke about city policy regarding residency requirements for department heads. No further speakers were present. CONSENT AGENDA Approval of the Consent Agenda A motion was made by Alderman Hart-Burns, seconded by Alderman Mervine, to approve the Consent Agenda as presented.. This Ordinance was adopted. Enactment No: O19-006 19-0094 An Ordinance Authorizing the Mayor and City Clerk to Execute an Air Traffic Control Tower (ATCT) Memorandum of Agreement between the United States of America Department of Transportation Federal Aviation Administration and the City of Aurora, Illinois . This Ordinance was adopted. Enactment No: O19-007 19-0113 A Resolution establishing the maximum number of Class G-1 City of Aurora liquor licenses (unofficially related to application from: Thorntons LLC. d/b/a Thorntons #125, located at 2800 Ogden Ave., Aurora, Illinois.). This Resolution was approved. Enactment No: R19-057 19-0114 A Resolution establishing the maximum number of Class G-1 City of Aurora liquor licenses (unofficially related to application from: Thorntons LLC d/b/a Thorntons #315, located at 2609 N. Farnsworth Ave., Aurora, Illinois.). This Resolution was approved. Enactment No: R19-058 19-0116 A Resolution accepting the improvements and maintenance security for Nutrivo Bldg Expansion - 1785 N. Edgelawn Dr. . This Resolution was approved. Enactment No: R19-059 19-0117 A Resolution authorizing an extended hour of sale and consumption of alcoholic liquor for Liquor License classifications A, B, E and F on Sunday, March 17, 2019 only, upon approval by the Local Liquor Control Commissioner. This Resolution was approved. Enactment No: R19-060 19-0123 A Resolution to approve Security Reduction No. 1 for Gramercy Square City of Aurora Page 3 City Council Meeting Minutes - Final March 12, 2019 Unit 1 & Commons Dr. Imp. This Resolution was approved. Enactment No: R19-061 19-0124 A Resolution to approve Security Reduction No. 1 for Gramercy Square Unit 2. This Resolution was approved. Enactment No: R19-062 19-0137 A Resolution to Award the Contract for the 2019 City Wide Street Resurfacing Projects to Builders Paving, LLC, 4413 Roosevelt Road, Hillside, IL 60162 in the amount of $7,180 ,880.00 and to Appropriate Motor Fuel Tax Funds, 19-00000-01-GM . This Resolution was approved. Enactment No: R19-063 19-0141 A Resolution authorizing the purchase of sixty (60) ballistic vests, helmets, accessories, goggles, and medical supplies for the Aurora Fire Department in the amount of $86,349.25 from Pro-Tech, Henry Schein Medical Supply, and Galeton . This Resolution was approved. Enactment No: R19-064 19-0145 A Resolution authorizing the execution of a sales tax reimbursement agreement with Pacific Square LLC . This Resolution was approved. Enactment No: R19-065 19-0146 A Resolution authorizing a redevelopment agreement with 80 S River, LLC, et. al. to facilitate the redevelopment of certain real property located at 80 S. River St. This Resolution was approved. Enactment No: R19-066 UNFINISHED BUSINESS 19-0005 An Ordinance Providing for the Execution of an Annexation Agreement with the Owners of Record Providing for ORI(S) Office, Research, and Light Industrial District with a Special Use zoning for the territory which may be Annexed to the City of Aurora located south of Diehl Road, east of County Line Road and north of the Prairie Path being Vacant Land in City of Aurora Page 4 City Council Meeting Minutes - Final March 12, 2019 DuPage County, Aurora Illinois 60502 The Public Hearing on this item was opened by Mayor Irvin. He asked if there were any speakers were present. No person requested to speak at the public hearing. A motion was made by Alderman Hart-Burns, seconded by Alderman Mervine to close the public hearing. The motion carried by voice vote. Kishpaugh, et. al...body A motion was made by Alderman Hart-Burns, seconded by Alderman Jenkins to accept the motion as presented. The motion carried.
