Present: 13 - Alderman Emmanuel Llamas, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Patty Smith, Alderman Edward Bugg, Alderman Judd Lofchie, Alderman Sherman Jenkins, Alderman Bob O'Connor and Mayor Richard Irvin PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF THE MEETING OF TUESDAY NOVEMBER 26, 2019 19-1102 Approval of the minutes of the meeting of Tuesday November 26, 2019. A motion was made by Alderman Jenkins, seconded by Alderman Hart-Burns to approve and file the minutes as presented. The motion carried by a voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Hart-Burns, seconded by Alderman Jenkins to appoint Officer Sullivan as Sergeant-at-Arms for this meeting. The motion carried by voice vote. PRESENTATIONS 19-1132 Recognition of Mae Smith for her many years and contributions to the Human Relations Commission This Recognition was discussed and filed. City of Aurora Page 1 City Council Meeting Minutes - Final December 10, 2019 PUBLIC COMMENT The Clerk read a statement on the rules of public comment. The following individuals presented public comment: Larry Quick spoke regarding the Smart City Initiative. Marcus Sabo spoke regarding Residency Restrictions/Wayside Cross. Jay Strang spoke regarding TIFs. Karen Christensen spoke regarding Aurora Public Library proposed tax increase and public levy. Mercy Galicia spoke regarding Rita's Ministry. Victoria Williams spoke regarding ACC of Illinois - Cannabis. PUBLIC HEARING 19-1056 Public Hearing regarding the creation of the proposed 75th Street Ogden Avenue Tax Increment Finance District. Mayor Irvin called the Public Hearing regarding the creation of the proposed 75th Street Ogden Avenue TIF District to order. Mayor Irvin called for Public Comment and asked the Aldermen if they had any questions or comments. City Staff Trevor Dick, Director of Development Strategy and Facilitation, presented a brief overview of the 75th Street and Ogden Avenue TIF District. A motion was made by Alderman Hart-Burns, seconded by Alderman Bugg to close the Public Hearing. The motion carried by voice vote. 19-1133 A Public Hearing Pursuant to 65ILCS 5/8-2-9.1 through 9.10 for the adoption of the City of Aurora 2020 Budget. (Public Hearing for Legistar File 19-1036) Mayor Irvin called the Public Hearing regarding the adoption of the City of Aurora 2020 Budget. Mayor Irvin called for Public Comment and asked the Aldermen if they had any questions or comments. A motion was made by Alderman Hart-Burns, seconded by Alderman Jenkins to close the Public Hearing. This Ordinance was adopted. Enactment No: O19-080 19-0932 A Resolution Approving the 2020 Quality of Life Grants in the amount of $898,000 This Resolution was approved. Enactment No: R19-403 19-0993 An Ordinance Approving a Revision to the River Street Plaza Plan Description on 0.25 Acres for Property located at 160 S. River Street, Unit #106 This Ordinance was adopted. Enactment No: O19-081 19-1007 A Resolution authorizing the continued services of civilian fingerprint analysts Julie Smith and Gina Minetti as contractual consultants for the purpose of fingerprint analysis and identification for the Aurora Police Department. This Resolution was approved. Enactment No: R19-404 19-1008 A Resolution to accept the proposal from DeKane Equipment Corporation, 47W619 U.S. Rt 30, Big Rock, IL for the purchase of two Kubota RTV-X1140WL-H Utility Vehicles for the Aurora Police Department. This Resolution was approved. This Ordinance was adopted. Enactment No: O19-088 19-1058 An Ordinance Providing for the Termination of Special Service Area 34C (Lakewood) in the City of Aurora Established Pursuant to Ordinance No. O97-42 on May 13, 1997. This Ordinance was adopted. This Resolution was approved. Enactment No: R19-409 UNFINISHED BUSINESS 19-1036 An Ordinance Adopting An Annual Budget For the Fiscal Year Beginning January 1, 2020 And Ending December 31, 2020 In Lieu Of Passage Of An Appropriation Ordinance. City Staff Marty Lyons, Chief Financial Officer, presented a brief overview of the 2020 Budget and answered questions from the Aldermen. City Staff Ken Schroth, Director of Public Works, presented briefly and answered questions from the Aldermen. A motion was made by Alderman Hart-Burns, seconded by Alderman Jenkins to adopt the Ordinance. The motion carried by the following vote: Aye: 11 - Alderman Llamas, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Jenkins and Alderman O'Connor Nay: 1- Alderman Lofchie Enactment No: O19-092 19-1069 A Resolution to Approve the Contract from Air One Equipment for the Purchase of Protective Gear for the Fire Department 2020. A motion was made by Alderman Hart-Burns, seconded by Alderman Jenkins to approve the Resolution.
