Irvin, for Monday, December 30, 2019 at 4:00 p.m. at City Hall 44 E. Downer Place 2nd Floor Council Chambers., Aurora, Illinois. SPECIAL CITY COUNCIL MEETING ROLL CALL Mayor Irvin called the meeting to order at 4:08 p.m. and the roll was called. Present: 10 - Alderman Emmanuel Llamas, Alderman Juany Garza, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Patty Smith, Alderman Edward Bugg, Alderman Sherman Jenkins, Alderman Bob O'Connor and Mayor Richard Irvin Absent: 3 - Alderman Ted Mesiacos, Alderman Bill Donnell and Alderman Judd Lofchie PLEDGE OF ALLEGIANCE INVOCATION APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Jenkins and seconded by Alderman Hart-Burns to appoint Officer Sullivan as Sergeant-at-Arms for this meeting. Motion carried by voice vote. PUBLIC COMMENT No members of the public wished to present public comment. PUBLIC HEARING City of Aurora Page 1 City Council Meeting Minutes - Final December 30, 2019 19-1166 A Public Hearing as required by Illinois Compiled Statute 35 ILCS 200/18-70 through 18-90 for the adoption of the City of Aurora 2019 tax levy. Mayor Irvin opened the public hearing. Marty Lyons, Chief Financial Officer, provided a presentation regarding the item. There were no members of the public who wished to address the City. A motion was made by Alderman Hart-Burns and seconded by Alderman Franco to close the public hearing. The motion carried by voice vote. 19-1167 A Public Hearing as required by Illinois Compiled Statute 35 ILCS 200/18-70 through 18-90 for the adoption of the City of Aurora Library 2019 tax levy. Mayor Irvin opened the public hearing. Marty Lyons, Chief Financial Officer, provided a presentation regarding the item. There were no members of the public who wished to address the City. A motion was made by Alderman Hart-Burns and seconded by Alderman Jenkins to close the public hearing. The motion carried by voice vote. NEW BUSINESS 19-1164 An Ordinance Levying Taxes for the City of Aurora, Illinois, for the Fiscal Year January 1, 2019 through December 31, 2019, and repealing any and all conflicting ordinances. A motion was made by Alderman O'Connor and seconded by Alderman Jenkins that this agenda item be approved. The motion carried by the following vote: Aye: 9- Alderman Llamas, Alderman Garza, Alderman Franco, Alderman Saville, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Jenkins and Alderman O'Connor Enactment No: O19-115 19-1165 An Ordinance Levying Library Fund Taxes for the City of Aurora, Illinois, for the Fiscal Year January 1, 2019 through December 31, 2019, and repealing any and all conflicting ordinances. A motion was made by Alderman Hart-Burns and seconded by Alderman Jenkins that this agenda item be approved. The motion carried by the following vote: Aye: 9- Alderman Llamas, Alderman Garza, Alderman Franco, Alderman Saville, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Jenkins and Alderman O'Connor Enactment No: O19-116 City of Aurora Page 2 City Council Meeting Minutes - Final December 30, 2019 19-1171 A Resolution authorizing the acquisition of the real property commonly known as 1 W Downer Pl, in the City of Aurora in an amount not to exceed $107,000 in furtherance of the redevelopment contemplated by Resolution R19-421. Marty Lyons, Chief Financial Officer, presented briefly and answered questions regarding this item. A motion was made by Alderman Hart-Burns, seconded by Alderman Saville, that this agenda item be approved. The motion carried by the following vote: Aye: 9- Alderman Llamas, Alderman Garza, Alderman Franco, Alderman Saville, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Jenkins and Alderman O'Connor Enactment No: R19-430 CLOSED SESSION No closed session was held. ADJOURN A motion was made by Alderman Hart-Burns and seconded by Alderman Jenkins that this meeting be adjourned. The motion carried by voice vote.
