Present: 13 - Alderman Emmanuel Llamas, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Patty Smith, Alderman Edward Bugg, Alderman Judd Lofchie, Alderman Sherman Jenkins, Alderman Bob O'Connor and Mayor Richard Irvin PLEDGE OF ALLEGIANCE INVOCATION MINUTES OF THE MEETING OF TUESDAY, DECEMBER 17, 2019 AND MINUTES OF THE SPECIAL CITY COUNCIL MEETING OF MONDAY, DECEMBER 30, 2019 19-1169 Approval of the Tuesday, December 17, 2019 City Council Minutes. A motion was made by Alderman Hart-Burns and seconded by Alderman Franco to approve and file the minutes as presented. The motion carried by voice vote. 19-1172 Approval of the minutes of the Special City Council Meeting of December 30, 2019. A motion was made by Alderman Hart-Burns and seconded by Alderman Franco to approve and file the minutes as presented. Alderman Donnell, Alderman Lofchie, and Alderman Mesiacos abstained. The motion carried by voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Hart-Burns and seconded by Alderman Franco to appoint Officer Sullivan as Sergeant-at-Arms for this meeting. The following individuals presented public comment: Angela Collier presented a Certificate of Appreciation for Alderman Saville, Alderman LLamas, Alderman Jenkins and Mayor Irvin for their assistance with their 2019 Toy Drive. Ray Hinsch presented regarding Wayside Cross. John Konc presented regarding Wayside Cross. Martha Ford presented regarding Wayside Cross. Marjorie Logman presented regarding Wayside Cross. Cynthia Powell presented on behalf of Healing Heartstrings Support Center. Marcus Sabo presented regarding Wayside Cross. Sandra Bails presented on behalf of Samuel's Place. PUBLIC HEARING 19-1159 Public Hearing Only - Special Service Area #201 Poly USA Expansion (Vacant Lots East of Russell Avenue & North of New Haven Avenue) Aurora, Illinois, Kane County (PINS 15-16-177-011 & 15-16-177-013). Mayor Irvin called the Public Hearing regarding Special Service Area #201 to order. Mayor Irvin called for Public Comment. No Public Comment was made. Mayor Irvin asked the Aldermen if they had any questions or comments. No questions or comments were made. A motion was made by Alderman Hart-Burns and seconded by Alderman Franco to close the Public Hearing. This Resolution was approved. Enactment No: R20-001 19-1148 A Resolution Appointing John Kenneth Leask and Reappointing George Wells to the Aurora Veterans Advisory Council. This Resolution was approved. Enactment No: R20-002 19-1150 A Resolution Reappointing Paul Chabez Jr. to Aurora's Fire Code Board of Appeals. This Resolution was approved. Enactment No: R20-003 19-1153 A Resolution Reappointing Mike Kluber and Terrence Lindsay to the Building Code Board of Appeals. This Resolution was approved. Enactment No: R20-004 CONSENT AGENDA A motion was made by Alderman Jenkins and seconded by Alderman Garza to approve the Consent Agenda as presented. This Resolution was approved. Enactment No: R20-005 City of Aurora Page 3 City Council Meeting Minutes - Final January 14, 2020 19-1060 An Ordinance Providing for the Termination of Special Service Area 60 (Bowditch) in the City of Aurora Established Pursuant to Ordinance No. O99-33 on May 11, 1999. This Ordinance was adopted. Enactment No: O20-001 19-1140 A Resolution accepting the improvements and maintenance security for Orchard 88 Industrial - PH II Public Imp.- 1998 Melissa Ln. This Resolution was approved. Enactment No: R20-006 19-1155 A Resolution accepting the improvements and maintenance security for Butterfield East Unit 3 - Overall Site Improvements. This Resolution was approved. Enactment No: R20-007 BILLS 20-0015 Bill Summary and Large Bill List A motion was made by Alderman Hart-Burns and seconded by Alderman Jenkins to approve and pay the bills.
