City Hall - 2nd Floor City of Aurora Council Chambers 44 East Downer Place Aurora, IL City Council Meeting Minutes - Final Tuesday February 18, 2020 6:00 PM NOTICE IS HEREBY GIVEN of a Special City Council Meeting, called by Mayor Richard C. Irvin, for Tuesday, February 18, 2020 Immediately Following the Conclusion of the Regularly Scheduled Committee of the Whole Meeting. ROLL CALL Mayor Irvin called the Special City Council meeting to order at 6:00 p.m. and the roll was called: Present: 13 - Alderman Emmanuel Llamas, Alderman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns, Alderman Patty Smith, Alderman Edward Bugg, Alderman Judd Lofchie, Alderman Sherman Jenkins, Alderman Bob O'Connor and Mayor Richard Irvin APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Hart-Burns and seconded by Alderman Franco to appoint Officer Sullivan as Sergeant-At-Arms. The motion passed by voice vote. PUBLIC COMMENT There were no members of the public wishing to address City Council. CONSENT AGENDA There were no items on the Consent Agenda. NEW BUSINESS A motion was made by Alderman Hart-Burns and seconded by Alderman Garza to Suspend the Rules to address items on the agenda under New Business. The motion carried by the following vote: Aye: 12 - Alderman Llamas, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Lofchie, Alderman Jenkins and Alderman O'Connor City of Aurora Page 1 City Council Meeting Minutes - Final February 18, 2020 20-0087 A Resolution Authorizing an Intergovernmental Agreement between the City of Aurora and The Indian Prairie School District 204 governing the use of Tax Increment Financing incentives and economic development communications between the City and District 204 for development activity in the Route 59 Corridor area. A motion was made by Alderman Hart-Burns and seconded by Alderman Jenkins to approve this item. The motion carried by the following vote: Aye: 12 - Alderman Llamas, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Lofchie, Alderman Jenkins and Alderman O'Connor Enactment No: R20-028 CLOSED SESSION There was no need for a closed session. ADJOURN A motion was made by Alderman Hart-Burns and seconded by Alderman Jenkins to adjourn the meeting.
