City Hall - 2nd Floor City of Aurora Council Chambers 44 East Downer Place Aurora, IL City Council Meeting Minutes - Final Tuesday March 10, 2020 6:00 PM ROLL CALL Mayor Irvin called the meeting to order at 6:04 p.m. and the roll was called. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Troop 709. INVOCATION The Invocation was led by Alderman Hart-Burns. MINUTES OF MEETINGS OF TUESDAY, FEBRUARY 25, 2020 20-0173 Approval of the Tuesday, February 25, 2020 City Council Meeting Minutes. A motion was made by Alderman Hart-Burns and seconded by Alderman Jenkins to approve and file the minutes. The motion carried by voice vote. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Jenkins and seconded by Alderman Hart-Burns to appoint Officer Sullivan as Sergeant-at-Arms for this meeting. The motion carried by voice vote. PRESENTATIONS 20-0185 Proclamation honoring Women's History Month 2020 This Proclamation was discussed and filed. 20-0187 Proclamation honoring Girl Scout Week 2020 This Proclamation was discussed and filed. PUBLIC COMMENT City Clerk Stallings read a statement of the rules of public comment. The following individuals addressed City Council: James Moore spoke regarding the City of Aurora. Marcus Sabo spoke regarding Wayside Cross. MAYORAL APPOINTMENT 20-0031 A Resolution Reappointing Celia Rodriguez to the Aurora Veterans Advisory Council. A motion was made by Alderman Hart-Burns and seconded by Alderman Franco that this item be approved. The motion carried by the following vote: Aye: 9 - Alderman Llamas, Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Hart-Burns, Alderman Bugg, Alderman Lofchie, Alderman Jenkins. Enactment No: R20-047 20-0065 A Resolution Appointing Robert Shemansky to the Building Code Board of Appeals. A motion was made by Alderman Hart-Burns and seconded by Alderman Garza that this item be approved. This Resolution was approved. Enactment No: R20-049 20-0002 A Resolution authorizing the 2020 Ward neighborhood Cleanup Program for Wards 1, 2, 3, 5, 6, 7, 9, and 10 and Shred Events for Wards 4, 5, 6, 8, 9, and 10. Enactment No: R20-053 20-0072 An Ordinance Vacating Easements on the Property located at east of Lincoln Avenue and west of 4th Street, in Kane County, Aurora Illinois This Ordinance was adopted. Enactment No: R20-054 20-0075 A Resolution Approving a Final Plan for Bardwell Community Subdivision located along Weston Avenue and Seminary Avenue between S. Lincoln Avenue and S. 4th Street This Resolution was approved. Enactment No: R20-055 20-0095 An Ordinance amending Chapter 29, Article IX - Cannabis and Drug Paraphernalia Violations. This Ordinance was adoped. Enactment No: O20-018 20-0099 A Resolution accepting the improvements and maintenance security for Cyrus One - PH I Building Expansion - 2905 Diehl Rd.. This Resolution was approved. Enactment No: R20-056 20-0105 A Resolution Authorizing a Contract with Trotter and Associates, Inc., to provide construction engineering services for various underground utility improvement projects during the 2020 construction season, in an amount not to exceed $225,455.00. This Resolution was approved. Enactment No: R20-057 20-0106 A Resolution approving Reduction No. 1 for Scientel Solutions - 2001 N. Eola Rd. This Resolution was approved. Enactment No: R20-058 20-0115 A Resolution Accepting Dedication of Right-of-Way for 1531 East New York Street, located at the Southwest Corner of East New York Street and Edgewood Avenue. This Resolution was approved. Enactment No: R20-059 City of Aurora Page 4 City Council Meeting Minutes - Final March 10, 2020 20-0116 A Resolution authorizing department heads to enter into student internship agreements with local educational institutions for the purpose of accepting unpaid, volunteer student interns, subject to review and approval by the Corporation Counsel and the Director of Human Resources. This Resolution was approved. Enactment No: R20-060 20-0126 A Resolution authorizing the Director of Purchasing to enter into an agreement with NES Environmental, 195 Industry Drive, Frankfort, IL 60448 in the amount of $48,600 for Asbestos and Lead Paint Abatement at five single family residences on Bilter Road. This Resolution was approved. Enactment No: R20-061 20-0133 A Resolution authorizing the Chief Financial Officer to repay the Line of Credit issued with Fifth Third Bank and Old Second Bank up to $3.0 million in 2020 in three equal installments on or before April 1, 2020, July 1, 2020, and October 1, 2020 as provided for in the 2020 Approved Gaming Fund Budget. This Resolution was approved. Enactment No: R20-062 20-0139 A Resolution authorizing the City of Aurora Police Department to provide funding to Lexipol for Policy Manual updates and maintenance. This Resolution was approved. Enactment No: R20-063 BILLS 20-0190 Bill Summary and Large Bill List A motion was made by Alderman Hart-Burns and seconded by Alderman Jenkins to approve and pay the bills as presented.
