Due to technical difficulties, Alderman Hart-Burns entered the meeting at approximately 5:08 p.m. Mayor Irvin gave notice consistent with Executive Order 2020-32 that an in-person meeting of the City Council on May 26, 2020 was neither practical nor prudent and that it was not feasible for members of the public to attend this meeting in person at City Hall or feasible to require that any person be physically present in the Council Chambers during this meeting. A motion was made by Alderman Jenkins and seconded by Alderman Saville to approve the minutes as presented. The motion carried by the following vote: Aye: 11 - Alderman Garza, Alderman Mesiacos, Alderman Donnell, Alderman Franco, Alderman Saville, Alderman Hart-Burns, Alderman Smith, Alderman Bugg, Alderman Lofchie, Alderman Jenkins and Alderman O'Connor Abstain: 1- Alderman Llamas PRESENTATIONS 1. An update on the STABLE Fund was provided by Bryan Gay - President & CEO of Invest Aurora along with Noelia Ruiz, Karina Garcia, and Adrienne Holloway. Staff responded to questions from City Council. 2. A presentation, "City of Aurora COVID-19 Financial Contingency Planning Update" was provided by Marty Lyons, Chief Financial Officer - City of Aurora. Mr. Lyons answered questions from City Council. 3. A presentation, "Activate Aurora Update" was provided by Trevor Dick, Mayor's Office of Economic Development - City of Aurora. Mr. Dick answered questions from City Council. PUBLIC COMMENT There were no members of the public wishing to present public comment. One member of the public registered in advance and was initially present during the meeting then opted to hold comment until the next City Council meeting. NEW BUSINESS Agenda items under New Business were recited individually, moved without objection from New Business, and placed on the Consent Agenda individually and by agreement of Council. CONSENT AGENDA The following Consent Agenda items were recited individually while on New Business, moved without objection from New Business, and placed on the Consent Agenda individually and by agreement of Council. This Ordinance was approved on the Consent Agenda. Enactment No: O20-032 20-0284 An Ordinance creating Section 2-224 of the Code of the City of Aurora authorizing the City Engineer to accept dedications of easements and rights of way on behalf of the City Council in certain circumstances. Rick Veenstra, Corporation Counsel - City of Aurora, presented and answered questions regarding this item. This Ordinance was approved on the Consent Agenda. Enactment No: O20-033 20-0290 A Resolution accepting the improvements and maintenance security for Orchard 88 industrial - Sullivan Rd. Improvements Ken Schroth, Director of Public Works - City of Aurora, spoke briefly regarding this item. This Resolution was approved on the Consent Agenda. Enactment No: R20-108 20-0291 A Resolution accepting the improvements and waiving the maintenance security for WASD 129 - Freeman School Improvements - 153 S. Randall Rd. Ken Schroth, Director of Public Works - City of Aurora, spoke briefly regarding this item. This Resolution was approved on the Consent Agenda. Enactment No: R20-109 20-0292 A Resolution establishing the maximum number of Class E City of Aurora liquor licenses (unofficially related to application from: Skotini, Inc. d/b/a Pomegranate Restaurant, 55 S. This Bills were approved for payment on the Consent Agenda. 20-0297 A Resolution authorizing the Director of Finance to enter into rent deferral agreements with City tenants who have experienced a loss of revenue as a result of COVID-19. Enactment No: R20-111 REPORT 20-0295 Treasurer's Report - April 2020 A motion was made by Alderman Hart-Burns and seconded by Alderman Jenkins to accept and file this report. ADJOURN Prior to adjournment, City Council discussed the upcoming Food Pantry event scheduled on Thursday, May 28th at Phillips Park. Council also briefly discussed Phase 3 openings of city parks and businesses. A motion was made by Alderman Jenkins and seconded by Alderman Hart-Burns to adjourn the meeting.
