Mayor Irvin found that an in-person meeting of the Council was neither practical nor prudent and that it was not feasible for members of the public to attend this meeting in person at City Hall. The meeting was conducted by Internet teleconference without the physical presence of a quorum. Mayor Irvin was present at City Hall, the regular meeting location. City of Aurora Page 1 City Council Meeting Minutes - Final April 27, 2021 INVOCATION The Invocation was led by Sarwan Singh of the Sikh Religious Society. PRESENTATIONS 21-0291 Mayor's Office Community Presentations Mayor Irvin presented the Mayor's Healthcare Hero Award to Aurora resident Dr. Baljinder Singh - United States Army and Randall Road Animal Hospital. April 2021 was proclaimed Sikh Awareness and Appreciation Month in the City of Aurora via Mayoral Proclamation presented by Mayor Irvin. The Proclamation was accepted by Mr. Rajinder Mago. This Presentation was discussed and filed. 21-0292 Update on the CHANGE Reform Initiative Clayton Muhammad - City of Aurora, presented an update on the City of Aurora Civilian Review Board and an update on equity focused vaccine clinics provided in Aurora. Alex Alexandrou, Chief Management Officer and Chief of Staff - City of Aurora, presented briefly regarding the status of vaccine clinics in Aurora and encouraged citizens to get vaccinated. This Presentation was discussed and filed. PUBLIC COMMENT The City Clerk read the rules of public comment and the following citizens presented public comment to City Council in opposition to agenda items 21-0064 and 21-0110: Mavis A. Bates, Pat Weiler, Danny Perez, Nicole Mullins (who also addressed the former Culture Stock building), Roger Vernon, Jackie Descoto, Judy Adams, Thomas Adams, Mary Anne Cummings, Eddie Rios, Steven Brengman, Dr. Monica Silva, Cynthia Martinez. City of Aurora Page 2 City Council Meeting Minutes - Final April 27, 2021 PUBLIC HEARING 21-0297 A public hearing on a proposed amendment to an annexation agreement between the City of Aurora and the owners of record of territory, commonly known as the Lincoln Prairie Planned Development District, located east of US Route 30, south of Wolf’s Crossing, north of 111th Street and West of Canadian National Rail Line in the City of Aurora, Will County, Illinois Mayor Irvin opened the Public Hearing. There were no members of the public wishing to be heard for the purposes of public comment on this item and there were no questions or comments from the City Council. A motion was made by Alderman Hart-Burns and seconded by Alderman Bugg to close the public hearing. City of Aurora Page 6 City Council Meeting Minutes - Final April 27, 2021 UNFINISHED BUSINESS 21-0064 A Resolution Approving a Preliminary Plan and Plat for vacant land located at 1340 Molitor Road being at the northwest corner of Farnsworth Avenue and Molitor Road Alderman Jenkins, Alderman Llamas and Alderman Smith all gave a recap of the informational public meeting that was held on April 25, 2021 regarding this item. Alex Alexandrou spoke briefly regarding this item. Tony Scarlata and Ryan Swanson presented on behalf of the Petitioners regarding this item. Mark Phipps, Engineer - City of Aurora, spoke regarding this item. A motion was made by Alderman Jenkins and seconded by Alderman Smith to table this item to the May 25, 2021 City Council meeting. Rich Jacobs, Aldermen's Office Chief of Staff - City of Aurora, recited the Resolution in honor of Alderman Lofchie. Members of Council thanked Alderman Lofchie for his service to the City of Aurora. Due to technical difficulties, Alderman Jenkins was not available for the initial vote on this item. A motion was made by Alderman Garza and seconded by Alderman Hart-Burns to approve this item.
