ROLL CALL
Mayor Irvin called the meeting to order at 5:00 p.m. and the roll was called.
Mayor Irvin found that an in-person meeting of the Council was neither
practical nor prudent and that it was not feasible for members of the public to
attend this meeting in person at City Hall. The meeting was conducted by
Internet teleconference without the physical presence of a quorum. Mayor
Irvin was present at City Hall, the regular meeting location.

PRESENTATIONS
21-0291 Mayor's Office Community Presentations
Mayor Irvin presented the Mayor's Healthcare Hero Award to Aurora resident Dr.
Baljinder Singh - United States Army and Randall Road Animal Hospital.
April 2021 was proclaimed Sikh Awareness and Appreciation Month in the City of
Aurora via Mayoral Proclamation presented by Mayor Irvin. The Proclamation was
accepted by Mr. Rajinder Mago.

21-0292 Update on the CHANGE Reform Initiative
Clayton Muhammad - City of Aurora, presented an update on the City of Aurora Civilian
Review Board and an update on equity focused vaccine clinics provided in Aurora.
Alex Alexandrou, Chief Management Officer and Chief of Staff - City of Aurora,
presented briefly regarding the status of vaccine clinics in Aurora and encouraged
citizens to get vaccinated.

21-0297 A public hearing on a proposed amendment to an annexation agreement
between the City of Aurora and the owners of record of territory,
commonly known as the Lincoln Prairie Planned Development District,
located east of US Route 30, south of Wolf’s Crossing, north of 111th
Street and West of Canadian National Rail Line in the City of Aurora, Will
County, Illinois
Mayor Irvin opened the Public Hearing. There were no members of the public
wishing to be heard for the purposes of public comment on this item and there
were no questions or comments from the City Council.
A motion was made by Alderman Hart-Burns and seconded by Alderman Bugg
to close the public hearing. The motion carried by the following vote and the
public hearing was closed:

Rich Jacobs, Aldermen's Office Chief of Staff - City of Aurora, recited the Resolution
in honor of Alderman Lofchie. Members of Council thanked Alderman Lofchie for his
service to the City of Aurora.
Due to technical difficulties, Alderman Jenkins was not available for the initial
vote on this item. A motion was made by Alderman Garza and seconded by
Alderman Hart-Burns to approve this item. The motion carried by the following
vote:
