ROLL CALL
Mayor Irvin called the meeting to order at 5:00 p.m. and the roll was called.
Mayor Irvin found that an in-person meeting of the Council was neither
practical nor prudent and that it was not feasible for members of the public to
attend this meeting in person at City Hall. The meeting was conducted by
Internet teleconference without the physical presence of a quorum. Mayor
Irvin was present at City Hall, the regular meeting location.
Present: 13 - Alderman Emmanuel Llamas, Alderwoman Juany Garza, Alderman Ted
Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike
Saville, Alderwoman Scheketa Hart-Burns, Alderwoman Patty Smith,
Alderman Edward Bugg, Alderwoman Shweta Baid, Alderman-At-Large Ron
Woerman, Alderman-At-Large Sherman Jenkins and Mayor Richard Irvin
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Vasu Baid, the daughter of Alderwoman Shweta
Baid.

The Invocation was led by Alderwoman Scheketa Hart-Burns.
PRESENTATIONS
21-0396 Mayor’s Office Community Presentations
Lawrence Abah, Chief Executive Officer, Holistic Health and Behavioral Service, Inc.
was honored as the Healthcare Hero. A Proclamation in honor of Mental Health
Awareness Month, May 2021 was presented by Mayor Irvin. Dr. Abah expressed his
appreciation to Council.
A Proclamation in honor of National Bike Month, May 2021 was presented by Mayor
Irvin. The City of Aurora was honored as a Bronze Bicycle Friendly Community for
2021-2025 from the League of American Bicyclists. City of Aurora staff members,
Roopa Anjanappa and Bob Greene thanked Council for the special recognition.
Trevor Dick, Director of Development Strategy & Facilitation - City of Aurora was
recognized as the recipient of the American Planning Association Illinois Chapter 2021
Lynn Jorgenson Leadership Award. Trevor Dick thanked Council for the special
recognition.
Chief Kristin Ziman - Aurora Police Department was recognized as the recipient of the
American Association of Community Colleges 2021 Alumni Award as well as the
recipient of the iHeart Media Chicago Women Who Win of 2021. Chief Ziman thanked
educators at Waubonsee Community College along with other educators that have
been involved in her life, and thanked Council for the special recognition.

21-0397 Update on the CHANGE Reform Initiative.
Mayor Irvin will announce the Reopening of Aurora plan on Wednesday, May 26, 2021
at 12:30 p.m., live on Facebook.

The Clerk read the Consent Agenda and the Direct to Council Consent agendas
in full.
A motion was made by Alderwoman Hart-Burns and seconded by Alderwoman
Garza to approve the Consent Agenda and Direct to Council Consent Agenda
as read. The motion carried by the following vote:

the theater as a result of the COVID 19 pandemic.

business interruption events.

Martin Lyons, Chief Financial Officer - City of Aurora, presented briefly regarding this
item.
The Corporate Funds Investment Report - First Quarter 2021 and the Treasurer's
Report were accepted and filed.

A motion was made by Alderwoman Hart-Burns and seconded by Alderman
Bugg to approve and pay the bills. The motion carried by the following vote:

Mayor Irvin discussed the topic of Aurora Police Department hiring programs and wage
structure adjustments that will be discussed in an upcoming meeting of the Finance
Committee.
Alex Alexandrou, Chief Management Officer and Chief of Staff - City of Aurora,
responded to questions and presented briefly during the Mayor's Report.
