Please call the City Clerk's Office at (630) 256-3070 with questions. ROLL CALL Mayor Irvin called the meeting to order at 6:04 p.m. and the roll was called. Present: 13 - Alderman Emmanuel Llamas, Alderwoman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderwoman Scheketa Hart-Burns, Alderwoman Patty Smith, Alderman Edward Bugg, Alderwoman Shweta Baid, Alderman Ron Woerman, Alderman Sherman Jenkins and Mayor Richard Irvin PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by a group of Veterans in the public. INVOCATION The Invocation was led by Alderwoman Scheketa Hart-Burns. APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderwoman Hart-Burns and seconded by Alderman Jenkins to appoint Officer Sullivan as Sergeant-at-Arms for this meeting. The motion carried by voice vote. PRESENTATIONS City of Aurora Page 1 City Council Meeting Minutes - Final October 12, 2021 21-0821 Mayor’s Office Community Presentations. Clayton Muhammad, Chief Communications Officer and Chief Equity Officer - City of Aurora, wished Alderwoman Hart-Burns' husband - Mr. Bill Burns, a Happy Birthday. Mr. Muhammad also presented an update on the upcoming events to wrap up Hispanic Heritage Month: 1. Join the Convo with LatinX Leaders in Aurora Healthcare on October 13, 2021. 2. "Si Se Puede" panels with Waubonsee Community College at East Aurora High School and at West Aurora High School on October 14, 2021. Tony Martinez, Director of Communications - Mayor' Office of Community Affairs - City of Aurora, presented the Mayor's Award of LatinXcellence to the following individuals and groups: 1. Gil Rios 2. Mariana Martinez 3. Casildo "Casey" Cuevas 4. Aurora Latin American Club Mr. Martinez also presented the Aurora Hispanic Heritage Advisory Board's "Dee Basile Award" to Lisa Garcia. PUBLIC COMMENT The Deputy City Clerk recited the Rules for Public Comment and the following members of the public addressed the City Council: 1. Ady Rubio, Drop-In Supervisor at Alive Aurora, spoke regarding their organization and new location in Downtown Aurora. 2. Kandice Henning, founder and CEO of Alive Aurora, spoke regarding their organization and their Pet Parade Fundraiser scheduled for Saturday, October 30, 2021. 3. Gabriel Bradford, employee at Alive Aurora and member of their Teen Advisory Board, spoke regarding Alive Aurora's programs available. 4. Rick Lawrence, former City of Aurora Ward 4 Alderman, spoke in regards to Jericho Circle. 5. Sandi Schmitt, Aurora resident, thanked Casildo "Casey" Cuevas. MAYORAL APPOINTMENTS 21-0729 A Resolution approving the appointments of the members to the Block Grant Working Committee. A motion was made by Alderwoman Hart-Burns and seconded by Alderman Franco to approve this item. A motion was made by Alderwoman Hart-Burns and seconded by Alderman Jenkins to approve the Consent Agenda and Direct to Counsel Consent Agenda as read. This Resolution was approved on the Consent Agenda. Enactment No: R21-274 21-0727 A Resolution authorizing the execution of a memorandum of agreement with the Illinois Search and Rescue Council, Inc. This Resolution was approved on the Consent Agenda. This Resolution was approved on the Consent Agenda. Enactment No: R21-276 21-0753 An Ordinance amending various provisions of the Code of Ordinances, City of Aurora, pertaining to the unlawful sale, possession, and use of fireworks. This Ordinance was approved on the Consent Agenda. Enactment No: O21-054 DIRECT TO COUNCIL CONSENT AGENDA 21-0779 Approval of the Minutes of the Tuesday, September 28, 2021 City Council Meeting. The minutes were approved and filed on the Direct to Council Consent Agenda. 21-0819 A Resolution Accepting the Dedication of an Easement Located at 921 North Russell Avenue. This Resolution was approved on the Direct to Council Consent Agenda. Enactment No: R21-277 UNFINISHED BUSINESS There was no unfinished business at this meeting.
