Please call the City Clerk's Office at (630) 256-3070 with questions. ROLL CALL Mayor Irvin called the meeting to order at 6:02 p.m. and the roll was called. A motion was made by Alderwoman Smith and seconded by Alderwoman Garza to allow Alderwoman Hart-Burns to participate in this meeting via Zoom teleconference. The motion carried by voice vote and Alderwoman Hart-Burns participated in this meeting via Zoom teleconference. Present: 13 - Alderman Emmanuel Llamas, Alderwoman Juany Garza, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderwoman Scheketa Hart-Burns, Alderwoman Patty Smith, Alderman Edward Bugg, Alderwoman Shweta Baid, Alderman Ron Woerman, Alderman Sherman Jenkins and Mayor Richard Irvin APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderman Jenkins and seconded by Alderman Franco to appoint a Sergeant-At-Arms at this meeting. The motion carried by voice vote and Officer Sullivan served as Sergeant-At-Arms at this meeting. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Nevprett Signh, 7th grade student at Still Middle School. INVOCATION The Invocation was led by Priest Mohinder Singh, Head President of the Illinois Sikh Community Center. The Invocation was then led by Pastor James Berry from Harvest of Faith Church. City of Aurora Page 1 City Council Meeting Minutes - Final April 11, 2023 MAYOR'S OFFICE OF COMMUNITY AFFAIRS PRESENTATIONS Mayor Irvin presented a Certificate of Appreciation to Pastor Berry from Harvest of Faith Church. Mayor Irvin presented a Certificate of Appreciation to Priest Mohinder Singh, Head President of the Illinois Sikh Community Center. Mayor Irvin presented a Mayoral Proclamation for April 2023 as Sikh Awareness and Appreciation Month. The Proclamation was accepted by Spokesperson Ginny Jolly of the BJolly Foundation. Mayor Irvin congratulated the Girls 2023 State Wrestling Champion, 6th Grader at Fred Rodgers Magnet Academy, Jaylene Dealba. Mayor Irvin congratulated the Boys 2023 State Wrestling Champion, 7th Grader at Simmons Middle School, Brandon Monroy. Coaches from the Aurora Wrestling Club spoke regarding the team. MAYORAL APPOINTMENTS 23-0179 A Resolution approving the reappointment of Kader Sakkaria to the Innovation and Technology Advisory Commission. A motion was made by Alderwoman Garza and seconded by Alderman Jenkins to approve this item. Adam Pauley spoke regarding the need to continue to support mental health awareness in the City of Aurora. STAFF REPORT 23-0281 Update on Mayor's Office of Economic Development Projects David Dibo, Director of Economic Development - City of Aurora, spoke regarding the importance of economic development in the CIty of Aurora. Chris Minick, Chief Financial Officer - City of Aurora, spoke regarding the financial implications of economic development in the City of Aurora. Trevor Dick, Director of Development Strategy - City of Aurora, presented before-and-after photos of economic development projects in the City of Aurora. CONSENT AGENDA The City Clerk read the Consent Agenda and the Direct to Council Consent Agendas in full. A motion was made by Alderman Jenkins and seconded by Alderwoman Smith to approve the Consent Agenda and the Direct to Council Consent Agendas as read. This Resolution was approved on the Consent Agenda. Enactment No: R23-099 23-0223 An Ordinance authorizing an intergovernmental agreement for participation in the Mutual Aid Box Alarm System. This Ordinance was adopted on the Consent Agenda. Enactment No: O23-022 23-0231 A Resolution awarding Total Property Management of Monee, IL as the 2023 contractor with a possible two 1-year extensions for Grass and Weeds abatement services within the City of Aurora Illinois. This Resolution was approved on the Consent Agenda. Enactment No: R23-100 23-0238 An Ordinance Establishing a Conditional Use Planned Development, Approving the Aurora Metal Recycling Plan Description and Amending Chapter 49 of the Code of Ordinances, City of Aurora, by Modifying the Zoning Map Attached Hereto to an Underlying Zoning of M-1, Manufacturing District - Limited, for the Property Located West of Highland Avenue, and South of West New York Street. This Ordinance was adopted on the Consent Agenda. Enactment No: O23-023 23-0243 A Resolution authorizing the Director of Purchasing to execute a change order to the agreement with Kluber, Inc., 41 W Benton Street, Aurora, IL, 60506 in an amount not to exceed $115,000 for additional design services related to the new Public Works Combined Maintenance Facility. This Resolution was approved on the Consent Agenda. Enactment No: R23-101 23-0244 A Resolution authorizing the Director of Purchasing to increase the purchase order for RC Wegman Construction Company, 750 Morton Avenue, Aurora, IL, 60506 in the amount of $17,714,867.00 for fourteen individually bid construction trade packages as part of the Public Works Combined Maintenance Facility Project. This Resolution was approved on the Consent Agenda. UNFINISHED BUSINESS 23-0106 A Resolution authorizing the disbursement of American Rescue Plan Act funds in a combined amount not to exceed $500,000 to the APS Training Institute, Inc. and TinkrWorks, Inc. for the provision of science, technology, engineering, arts, and mathematics educational programming to Aurora children. Alderman Jenkins recused himself from the discussion and vote on this item and left City Council chambers during deliberation on this item. A motion was made by Alderman Saville and seconded by Alderwoman Smith to approve this item.
