Members of the public wishing to provide public comment for this meeting must
be physically present at the meeting and registered to speak prior to the meeting
being called to order. Please call the City Clerk's Office at (630) 256-3070 with
questions.
ROLL CALL
Mayor Irvin called the Special City Council meeting to order at 12:01 p.m. and
the roll was called.
A motion was made by Alderwoman Garza and Alderwoman Smith to allow
Alderman Bugg and Alderman Llamas to participate in this meeting remotely
based on a reasonable expectation of an extended illness. The motion carried
by voice vote and Alderman Bugg and Alderman Llamas participated in this
meeting remotely.
Present: 12 - Alderman Emmanuel Llamas, Alderwoman Juany Garza, Alderman Ted
Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike
Saville, Alderman Brandon Tolliver, Alderwoman Patty Smith, Alderman
Edward Bugg, Alderman John Laesch, Alderman Ron Woerman and
Mayor Richard Irvin
Absent: 1 - Alderwoman Shweta Baid
APPOINTMENT OF SERGEANT-AT-ARMS
A motion was made by Alderwoman Smith and seconded by Alderwoman
Garza to appoint a Sergeant-At-Arms for this meeting. The motion carried by
voice vote and Officer Sheldon served as Sergeant-At-Arms at this meeting.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Irvin.

INVOCATION
The Invocation was presented by Alderman Bugg.
PUBLIC COMMENT
The City Clerk read the Rules of Public Comment and the following individuals
presented comments to the City Council regarding item 23-1047:

Alderman Laesch made a motion to suspend the rules of public comment to
extend the public comment period longer than 30 minutes to allow all who
registered to speak and opportunity to speak and Alderman Bugg seconded
the motion. The motion failed by the following vote:
Aye: 4 - Alderman Mesiacos, Alderman Saville, Alderman Bugg, Alderman
Laesch
Nay: 7 - Alderman Llamas, Alderwoman Garza, Alderman Donnell, Alderman
Franco, Alderman Tolliver, Alderwoman Smith, Alderman Woerman
NEW BUSINESS
A motion was made by Alderwoman Smith and seconded by Alderman Franco
to suspend the rules to hear items of New Business. The motion carried by the
following vote:
Aye: 11 - Alderman Llamas, Alderwoman Garza, Alderman Mesiacos,
Alderman Donnell, Alderman Franco, Alderman Saville, Alderman Tolliver,
Alderwoman Smith, Alderman Bugg, Alderman Laesch, Alderman Woerman

23-1047 An Ordinance amending the Code of Ordinances to define and
prohibit unscheduled bus stops and make other conforming changes.
Mayor Irvin provided a background and basis for the pending item.
City of Aurora Deputy Mayor Guillermo Trujillo provided a historical recitation of the
incidents that occurred on December 19, 2023 at the Aurora Transportation Center
that led to the consideration of this item.
Natalie Wiza, Coordinator of Emergency Management - City of Aurora provided an
outline of the City of Aurora Emergency Management's preparedness for the
reception of passengers on busses arriving from the State of Texas and the process
for the passengers to be properly cared for and to insure the safe passage of these
individuals to their final destinations and entitled services in the City of Chicago.
Nydia Molina, Assistant Corporation Counsel - City of Aurora provided information
regarding the proposed ordinance.
Members of the City Council posed questions to those City staff members who
presented on this item as well as Corporation Counsel Veenstra.
A motion was made by Alderwoman Garza and seconded by Alderwoman
Smith to approve this item. The motion carried by the following vote:
Not Voting: 1 - Alderman Mesiacos
Absent: 1 - Alderwoman Baid
Aye: 9- Alderman Llamas, Alderwoman Garza, Alderman Donnell, Alderman
Franco, Alderman Saville, Alderman Tolliver, Alderwoman Smith,
Alderman Bugg and Alderman Woerman
Nay: 1- Alderman Laesch

CLOSED SESSION
There was no need for a Closed Session at this meeting.
ADJOURN
A motion was made by Alderman Franco and seconded by Alderman Laesch to
adjourn this meeting. The motion carried by voice vote and the meeting
adjourned at 1:43 p.m.
