ROLL CALL
Mayor Laesch called the meeting to order at 6:01 p.m. and the roll was called.
Present: 13 - Alderman Daniel Barreiro, Alderwoman Juany Garza, Alderman Ted
Mesiacos, Alderman Jonathan Núñez, Alderman Carl Franco, Alderman
Mike Saville, Alderman Javier Bañuelos, Alderwoman Patty Smith,
Alderman Edward Bugg, Alderwoman Shweta Baid, Alderman-At-Large
Keith Larson, Alderman-At-Large Will White and Mayor John Laesch
APPOINTMENT OF SERGEANT-AT-ARMS
A motion was made by Alderwoman Smith and seconded by Alderwoman
Garza to appoint a Sergeant-at-Arms for this meeting. The motion carried by
voice vote and Officer Ortineau served as Sergeant-at-Arms for this meeting.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Alderman Franco.
MAYOR'S REPORT
The City of Aurora's Video Production Division was congratulated for winning 5
Telly Awards and Mayor Laesch presented each member of the team with the
Mayor's Award of Excellence.
The Summer Food Truck Festival was a success last Friday, July 18th.
Aurora's Farmer's Market continues every Wednesday and Saturday.
Community Listening & Action Town Halls begin this Saturday with Mayor
Laesch.

PUBLIC COMMENT
The City Clerk read the Rules of Public Comment and the following people
presented comments to the City Council:
1. Andrea Rios McMillian spoke regarding the Civilian Review Board.
2. Rick Lawrence spoke regarding the grocery tax.
PUBLIC HEARING
25-0577 Public Hearing - Public Hearing as Required by Section 147(f) of the
Internal Revenue Code of 1986 (the "Code"), related to the issuance of
City of Aurora in Kane, DuPage, Will and Kendall Counties, Illinois
adjustable rate demand economic development revenue bonds in one or
more series in an aggregate principal amount not to exceed $16,000,000
(the "Bonds"), and confirming the sale thereof; authorizing the execution
and delivery of a loan agreement, trust indenture, bond purchase
agreement and related documents; authorizing the distribution of an
official statement; approving the delivery of a letter of credit, a
reimbursement agreement a remarketing agreement; and authorizing
certain related matters. The Bonds will be issued as qualified 501(c)(3)
bonds pursuant to Section 145 of the Code.
Mayor Laesch read the title of the Public Hearing and called the Public
Hearing to order at 6:17 p.m. Mayor Laesch further recited the purpose of the
Public Hearing including the specific uses intended for the proceeds of the
Bonds by Aurora University. The location of the project to be financed or
reimbursed with proceeds of the Bonds was specifically identified as the
Aurora University Campus at 347 South Gladstone Avenue with the borders
identified including adjacent properties. The aggregate principal amount will
not exceed $16,000,000.
Mayor Laesch asked if anyone was present and wishing to make comments
regarding the proposed issuance of the Bonds and the Project to be financed
with the proceeds of the Bonds. There were no members of the public present
and wishing to make comments regarding the proposed issuance of the Bonds
and the Project.
Mayor Laesch asked if there were any questions or comments from the City
Council. There were no questions or comments from the City Council.
A motion was made by Alderman Franco and seconded by Alderwoman Smith
to adjourn and close the Public Hearing. The motion carried by the following
vote and the Public Hearing adjourned at 6:22 p.m.

Agenda in full. A motion was made by Alderwoman Smith and seconded by

25-0499 A Resolution authorizing the execution of a Phase 3 Construction
Engineering Agreement with HR Green, Inc. in the not to exceed amount
of $199,731.00 for the 2025 City Wide Resurfacing Projects.

25-0513 A Resolution authorizing the Mayor and City Clerk to execute a
not-to-exceed agreement for Design Phase Engineering and Planning
Special Services with Crawford, Murphy and Tilly, Inc. in the amount of
$99,900 for the "Replace Airfield Signage, Wind Cones, Runway 15 and
27 REILs & Airport Rotating Beacon; Construct Guard Lights at Runway
15/33" Project (ARR-5201) at the Aurora Municipal Airport.

A motion was made by Alderman Franco and seconded by Alderman White to
approve this item. A subsequent motion was made by Alderman Bugg and
seconded by Alderwoman Smith to hold this item at City Council until August
26, 2025. The motion carried by the following vote:

enter into Closed Session and thereafter adjourn the City Council meeting with
no further final action or public business to take place for purposes of the City
Council. The motion carried by the following vote, with Alderman Bugg not
present for the vote, and the Open Session of the meeting adjourned to Closed
Session at 7:03 p.m. The Closed Session meeting convened at 7:09 p.m. and
adjourned at 7:39 p.m.
