Mayor Laesch called the meeting to order at 9:49 p.m. and the roll was called.

APPOINTMENT OF SERGEANT-AT-ARMS
A motion was made by Alderwoman Smith and seconded by Alderwoman
Garza to approve a Sergeant-At-Arms for this meeting. The motion carried by
voice vote and an Officer from the Aurora Police Department served as
Sergeant-At-Arms for this meeting.

presented comments to the City Council:
1. Ron Hinterlong spoke regarding the Police Department budget.
2. Joe Jackson spoke for Arlisa Dockery regarding the warming center.
3. Paula Flores spoke regarding the Aurora Community Watch and ICE.
4. Bill Powell expressed opposition to Police and Firefighter layoffs.
5. Ruben Morales spoke regarding the ICE ordinance.
6. Emily Beaupre spoke regarding budget cuts and the ICE ordinance.
7. Nadia Kanhai spoke regarding ICE Agents and the warming center.
8. Brenda Lee spoke regarding the un-housed population.
9. Lupe Garcia offered a prayer for the City.
10. Edward Ash spoke regarding the Aurora Police Department.

25-0897 Public Hearing Regarding the Execution of An Ordinance Providing for
the Execution of an Annexation Agreement with the Owners of Record
Providing for ORI(C) Office, Research, and Light Industrial District with a
Conditional Use zoning for the territory which may be Annexed to the City
of Aurora located south of Sunrise Road and east of Frieder Lane on
Vacant Land in Dupage County, Aurora Illinois 60563 (related to Legistar
Item 25-0776).
There were no members of the public present asking to be heard for the
purposes of public comment on this item.
There were no questions from the City Council.

A motion was made by Alderman Saville and seconded by Alderman-at-Large
White to approve this item. A motion was made by Alderman Franco and
seconded by Alderman Saville to amend the item as presented by Corporation
Counsel Yordana Wysocki. The motion carried by the following vote:

Smith pursuant to Sec. 2-207(c) to refer this item back to the Rules,
Administration, and Procedures Committee and was approved with no vote
required. Discussion was held. [The item was subsequently enacted by the
City Council with additional amendments on November 12, 2025.]

25-0906 A motion to modify the Voluntary Reduction in Force Plan (VRIF) to
applicable bargaining units.
A motion was made by Alderman Franco and seconded by Alderman-at-Large
White to approve the Voluntary Reduction in Force Incentive Plan (VRIF) for
the Aurora Fire Officers Association, the Aurora Supervisors Association for the
Police Department, the Aurora Firefighter's Association IAF Local 99, American
Federation of State, County, Municipal Employees (AFSCME), Council 31 Locals
1514 and 3298 to amend severance pay of 10 weeks of base salary in addition
to any severance pay the units' members are entitled to receive under the
terms of their CBAs. Severance pay shall be paid in one installment and
health care continuance is 4 months. November 12, 2025 deadline for
application of participation. The motion carried by the following vote:
