City Hall - Second Floor City of Aurora Council Chambers 44 East Downer Place Aurora, IL City Council Meeting Minutes - Final Wednesday November 12, 2025 4:00 PM **This Special City Council Meeting will be held immediately upon the adjournment of the 4:00 PM Building, Zoning & Economic Development Committee Meeting.** Members of the public wishing to provide public comment for this meeting must be physically present at the meeting and registered to speak prior to the meeting being called to order. Call the City Clerk's Office at (630) 256-3070 with questions. Please refer to the last page of this agenda for information regarding translation & reasonable accommodation requests. ROLL CALL Mayor Laesch called the meeting to order at 4:30 p.m. and the roll was called. A motion was made by Alderman Saville and seconded by Alderwoman Garza to allow Alderman Bugg to participate in this meeting via remote attendance pursuant to Sec. 2-80 of the Code of Ordinances. The motion carried by voice vote. Alderman Mesiacos arrived to the meeting after the roll call at 4:32 and was, therefore, reported as present for the meeting. Alderman Bugg arrived via remote attendance to the meeting after the roll call at 4:46 p.m. and was, therefore, reported as present for the meeting. Present: 12 - Alderman Daniel Barreiro, Alderwoman Juany Garza, Alderman Ted Mesiacos, Alderman Jonathan Núñez, Alderman Carl Franco, Alderman Mike Saville, Alderman Javier Bañuelos, Alderwoman Patty Smith, Alderman Edward Bugg, Alderman-At-Large Keith Larson, Alderman-At-Large Will White and Mayor John Laesch Absent: 1 - Alderwoman Shweta Baid APPOINTMENT OF SERGEANT-AT-ARMS A motion was made by Alderwoman Smith and seconded by Alderman Saville to appoint a Sergeant-at-Arms for this meeting. The motion carried by voice vote and Officer Robertson served as Sergeant-at-Arms for this meeting. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Laesch. City of Aurora Page 1 City Council Meeting Minutes - Final November 12, 2025 MAYOR'S REPORT Mayor Laesch thanked all who attended the Veterans Day Ceremony on Tuesday, November 11th. Mayor Laesch indicated that the City has reached an agreement with ACCA regarding funding and that information will be provided soon. PUBLIC COMMENT The City Clerk read the Rules of Public Comment and the following people presented comment to the City Council regarding the proposed ICE ordinance: 1. Nadia Kanhai 2. Rick Lawrence 3. Amy Massaro of the Aurora Rapid Response Team. 10. Joceline Hernandez 11. Natalie Wakileh of the Aurora Rapid Response Team. 12. Tom Ricci of CASA DuPage. 13. Ruben Morales 14. A representative of an association that helps the community. 15. Sury Avila of All About Caring Aurora. 16. Carlos Avila of All About Caring Aurora. 17. Paula Flores of the Aurora Community Watch. 18. Jackie Ceplecha At the conclusion of the initial 30 minutes of public comment, a motion was made by Alderman-at-Large Larson and seconded by Alderman-at-Large White to suspend the Rules of Public Comment in order to exceed the maximum 30 minutes allotted for all public comment and to allow the remaining registered speakers to present public comment. The motion carried by the following vote: Aye: 10 - Alderman Barreiro, Alderwoman Garza, Alderman Mesiacos, Alderman Núñez, Alderman Saville, Alderman Bañuelos, Alderwoman Smith, Alderman Bugg, Alderman-at-Large Larson and Alderman-at-Large White. Nay: 1 - Alderman Franco City of Aurora Page 2 City Council Meeting Minutes - Final November 12, 2025 CONSENT AGENDA There were no items on the Consent Agenda. UNFINISHED BUSINESS A motion was made by Alderwoman Smith and seconded by Alderman Franco to suspend the rules of Sec 2-107(c) pursuant to Sec 2-96 to consider this item at this Special City Council meeting. The motion carried by the following vote: Aye: 11 - Alderman Barreiro, Alderwoman Garza, Alderman Mesiacos, Alderman Núñez, Alderman Franco, Alderman Saville, Alderman Bañuelos, Alderwoman Smith, Alderman Bugg, Alderman-At-Large Larson and Alderman-At-Large White 25-0898 An Ordinance Restricting the use of City of Aurora Property for Civil Immigration Enforcement Activities. Aurora Police Chief Matt Thomas responded to questions. A motion was made by Alderwoman Smith and seconded by Alderman Saville to approve this item. A motion was made by Alderman-at-Large Larson (#1 Long Version) to amend the proposed ordinance as indicated in his printed proposal. Alderman-at-Large Larson's motion to amend #1 Long Version failed for lack of second. A motion was made by Alderman-at-Large Larson and seconded by Alderman-at-Large White (#2 Short Version) to amend the proposed ordinance as read by including, "This SOP shall include protocols for documenting the identity of anyone performing civil immigration enforcement on City-owned property, if reasonably possible. The documentation shall include the name(s) and/or badge number(s), or whether the person(s) in question refused to provide this information." The motion to amend failed by the following vote: Aye: 2 - Alderman-at-Large Larson and Alderman-at-Large White Nay: 9 - Alderman Barreiro, Alderwoman Garza, Alderman Mesiacos, Alderman Núñez, Alderman Franco, Alderman Saville, Alderman Bañuelos, Alderwoman Smith and Alderman Bugg Discussion was held regarding the purpose and practical implications of the ordinance. The motion carried by the following vote: Aye: 11 - Alderman Barreiro, Alderwoman Garza, Alderman Mesiacos, Alderman Núñez, Alderman Franco, Alderman Saville, Alderman Bañuelos, Alderwoman Smith, Alderman Bugg, Alderman-At-Large Larson and Alderman-At-Large White 25-0933 A Resolution authorizing execution of a lease agreement with Illinois Workers in Action for space at 5 So. Broadway Ave., Aurora, IL 60505. Shannon Cameron, Chief of Staff - City of Aurora, presented and responded to questions. A representative of Illinois Worker's in Action responded to questions. A motion was made by Alderwoman Garza and seconded by Alderwoman Smith to approve this item. The motion carried by the following vote with Alderman Bugg no longer visible remotely at the meeting or able to vote: Aye: 10 - Alderman Barreiro, Alderwoman Garza, Alderman Mesiacos, Alderman Núñez, Alderman Franco, Alderman Saville, Alderman Bañuelos, Alderwoman Smith, Alderman-At-Large Larson and Alderman-At-Large White Enactment No: R25-351 CLOSED SESSION There was no need for a Closed Session.
