ROLL CALL Members present: Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson (8). Members absent: Jacqueline Gibson (1). OTHERS PRESENT Others Present: Alex Voigt, Deputy Chief of Staff; Deborah Lang, Assistant Corporation Counsel; Jessica Kalal, Assistant Corporation Counsel; Lieutenant Donald Flowers, Aurora Police Department; Chanel Kassis, Board Secretary; Rita Oceguera, Reporter for Injustice Watch; Brandy Gilliam (7). APPROVAL OF MINUTES Approval of the Minutes of the Thursday, October 21, 2021, Civilian Review Board Meeting. Member Wilson requested a correction on Page 2 for the roll call vote on the CRB Strategic Plan; Member Gaddis' name is missing from the vote. Vice Chair McMillian made a motion to approve the revised minutes, seconded by Member Rocha. The motion carried by voice vote. PUBLIC COMMENT None. REPORT OF THE CHAIR None. DISCUSSION OF RECORDS None. SOFTWARE TRAINING Alex Voigt discussed a citywide phishing hack that limited access to Sharepoint and emails. It was discussed that CRB members will receive city laptops. FOIA and OMA Training Jessica Kalal, Assistant Corporation Counsel, provided OMA and FOIA overview training. OTHER BUSINESS None. ANNOUNCEMENTS None. CLOSED SESSION A motion was made by Member Gaddis, seconded by Vice Chair McMillian to adjourn the Open Session meeting. Open Session adjourned at 7:21 p.m. A motion was made by Vice Chair McMillian, seconded by Member Ingram to adjourn the Closed Session meeting. In regards to Case 2021-0143, Vice Chair McMillian made a motion for legal counsel to draft the Civilian Review Board's recommendation to the Chief of Police consistent with the discussion in Closed Session, seconded by Member Gaddis. The motion carried by a roll call vote as follows: Ayes: 8 - Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0 Absent: 1 - Jacqueline Gibson. Member Brown made a motion for Legal Staff to provide information on past patterns of discipline and the proposed discipline database that was discussed in the closed session, seconded by Member Char. The motion carried by a roll call vote as follows: Ayes: 8 - Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0 Absent: 1 - Jacqueline Gibson. In regards to Case 2021-0280, Member Gaddis made a motion for legal counsel to draft the Civilian Review Board's recommendation to the Chief of Police consistent with the discussion in Closed Session, seconded by Member Ingram. The motion carried by a roll call vote as follows: Ayes: 8 - Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0 Absent: 1 - Jacqueline Gibson. A motion was made by Member Rocha, seconded by Member Ingram to adjourn the meeting.
