ROLL CALL Members present: Kim Bright, Timothy Brown, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha (6). Members absent: Rajesh Char, Vincent Gaddis, Curtis Wilson (3). OTHERS PRESENT Others present: Michelle Williams, Director of Diversity, Equity and Inclusion; Deborah Lang, Assistant Corporation Counsel; Chanel Kassis, Board Secretary. APPROVAL OF MINUTES Approval of the Minutes of the Thursday, December 16, 2021, Civilian Review Board Meeting Vice Chair McMillian made a motion to approve the minutes, seconded by Member Gibson. The motion was carried by a roll vote as follows: Ayes: 6 - Kim Bright, Timothy Brown, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha. Nayes: 0. Absent: 3 - Rajesh Char, Vincent Gaddis, Curtis Wilson. PUBLIC COMMENT None. REPORT OF THE CHAIR Chair Bright provided an overview of her board related activities over the past month. There was a request to have the Ethics training available on Sharepoint. DISCUSSION OF RECORDS None. City Laptops Chair Bright provided a brief summary about the city-issued laptops. A request was made to have I.T. present at the next meeting to answer Board's questions about laptop applications. NEW BUSINESS None. Complaints Process Member Rocha provided an overview of the Complaints Process agenda item. Chair Bright made a motion to approve the content for the proposed complaint process on pages 2 and 3, seconded by Vice Chair McMillian. The motion was carried by a roll vote as follows: Ayes: 6 - Kim Bright, Timothy Brown, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha. Nayes: 0. Absent: 3 - Rajesh Char, Vincent Gaddis, Curtis Wilson. Member Ingram made a motion to approve encompassing the next steps; 1, 2 and 4, seconded by Member Brown. The motion was carried by a roll vote as follows: Ayes: 6 - Kim Bright, Timothy Brown, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha. Nayes: 0. Absent: 3 - Rajesh Char, Vincent Gaddis, Curtis Wilson. Member Brown made a motion to refer step 3 about anonymous complaints to the Corporation Counsel liaison, seconded by Member Gibson. Vice Chair McMillian made a motion to approve include the compliments process to be discussed with APD, seconded by Member Brown. The motion was carried by a roll vote as follows: Ayes: 6 - Kim Bright, Timothy Brown, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha. Nayes: 0. Chair Bright made a motion to get additional information on what other boards do who have a compliments and complaints process, seconded by Member Brown. The motion was carried by a roll vote as follows: Ayes: 5 - Kim Bright, Timothy Brown, Jacqueline Gibson, Ginger Ingram, Andrea McMillian. Nayes: 1 - Lily Rocha. Absent: 3 - Rajesh Char, Vincent Gaddis, Curtis Wilson. Outreach Activity #1 Meet the CRB Members - listening tour with City of Aurora Aldermen Member Gibson provided an overview of the Listening Tour with the City of Aurora Aldermen (Outreach Activity #1). Member Rocha made a motion to approve to go forward with this outreach activity, seconded by Vice Chair McMillian. The motion was carried by a roll vote as follows: Ayes: 6 - Kim Bright, Timothy Brown, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha. Nayes: 0. Outreach Activity #2 APD with citizens intellectual and developmental disabilities Member Brown provided an overview of APD's interactions with citizens with mental health challenges/intellectual and developmental disabilities (Outreach Activity #2). Member Rocha made a motion to approve to go forward with this outreach activity, seconded by Member Ingram. The motion was carried by a roll vote as follows: Ayes: 6 - Kim Bright, Timothy Brown, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha. Nayes: 0. Absent: 3 - Rajesh Char, Vincent Gaddis, Curtis Wilson. OTHER BUSINESS None. Virtual Meetings Assistant Corporation Counsel Deb Lang discussed the possibility to hold virtual meetings as long as there is a quorum in-person. Chair Bright made a motion to approve to adopt a policy that if there is a quorum present to allow a member to participate virtually in accordance to the Open Meetings Act and seek additional guidance from Corporation Counsel Deb Lang as to the specifics, seconded by Member Brown. The motion was carried by a roll vote as follows: Ayes: 5 - Kim Bright, Timothy Brown, Jacqueline Gibson, Ginger Ingram, Lily Rocha. Nayes: 1 - Andrea McMillian. Absent: 3 - Rajesh Char, Vincent Gaddis, Curtis Wilson. ANNOUNCEMENTS None. CLOSED SESSION None.
