ROLL CALL Members present: Kim Bright, Timothy Brown, Vincent Gaddis, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson (7). Members absent: Rajesh Char, Jacqueline Gibson (2). APPROVAL OF MINUTES Approval of the Minutes of the Thursday, January 20, 2022, Civilian Review Board Meeting. Chair Bright requested revisions on Page 3 under Outreach Activity #1, the motion is approved to go forward with this outreach activity not agenda item; and Page 4 under Outreach Activity #2, the motion is approved to go forward with this outreach activity not agenda item. Vice Chair McMillian made a motion to approve the revised minutes, seconded by Member Brown. The motion was carried by a roll vote as follows: Ayes: 6 - Kim Bright, Timothy Brown, Vincent Gaddis, Ginger Ingram, Andrea McMillian, Lily Rocha. Nayes: 1 - Curtis Wilson. Member Brown made a motion to approve the revised minutes, seconded by Member Rocha. APPROVAL OF SPECIAL MEETING Approval of Special Meeting on May 9, 2022 or May 11, 2022: - Approval of Board Recommendations to Chief - Case Review #2021-0343 - Case Review #2021-0280 - Strategic Plan Update - Civilian Review Board Webpage - Complaints and Compliments - Update on Outreach Activity - CRB Member Listening Tour with Aldermen (Member Gibson) Vice Chair McMillian made a motion to approve a special meeting to be held on May 9, 2022 at 6:00 pm, seconded by Member Ingram. Absent: 2 - Rajesh Char, Jacqueline Gibson. PUBLIC COMMENT Four members of the public were present and addressed the Civilian Review Board. Maria Saltijeral, Edward Ash, Miles Puga, George Gutierrez received three minutes each to address the board. One member of the public spoke past their allotted time. REPORT OF THE CHAIR Chair Bright provided an overview of her board related activities over the past month. OLD BUSINESS Update on Outreach Activity #1 CRB Member Listening Tour with Aldermen (Member Gibson) Chair Bright recommended that each member work with their Aldermen to schedule a date set up for the listening tour. Update on Outreach Activity #2 A Community Conversation: How to Access Emergency Services for Persons with Emotional, Mental, or Intellectual Challenges - May 21, 2022 (Member Brown) City of Aurora Page 2 Civilian Review Board Meeting Minutes - Final April 21, 2022 Member Brown provided an update of APD's interactions with citizens with mental health challenges/intellectual and developmental disabilities (Outreach Activity #2). It is to be help at the Santori Library on May 21, 2022 from 10:00 am - 11:30 am. OVERVIEW OF POLICIES AND PROCEDURES APPROVED TO DATE Information for Case Consideration Informational. A follow-up document will be uploaded to SharePoint which will be included in the bylaws when they come forward. Procedures are being formatted for information as cases are considered by APD. Appearance of Members by Electronic Means Informational. A follow-up document will be uploaded to SharePoint which will be included in the bylaws when they come forward. Procedures are being formatted for information as cases are considered that are referred by the APD. Guidance of appearance by members by electronic means will be adopted into the policies through guidance from the City Boards and Commissions. Agenda Formation Process Informational. A policy has been adopted with respect to the formation of the agenda by the Chair and consolation with board members and city staff. NEW BUSINESS Q & A (Member Rocha) Member Rocha provided an overview on the Q & A document. Status Report for Pending Complaints Chair Bright requests to have a status report for pending complaints to view workload. Process for Consideration of Chief Dispositions Chair Bright requested to have the CRB Recommendations placed into SharePoint and to utilize SharePoint as a record for all CRB documents. CLOSED SESSION A motion was made by Member Gaddis, seconded by Vice Chair McMillian to adjourn the Open Session meeting. A motion was made by Member Gaddis, seconded by Member Brown to adjourn the Closed Session meeting.
