ROLL CALL Members present: Kim Bright, Timothy Brown, Vincent Gaddis, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson (8). Members absent: Rajesh Char (1). OTHERS PRESENT Others present: Pedro Luna, Curtis Floyd, George Gutierrez, Michelle Williams, Director of Diversity, Equity and Inclusion; Deputy Chief Matthew Thomas, Aurora Police Department; John Murphey, Outside Counsel; Chanel Kassis, Board Secretary. APPROVAL OF MINUTES 22-0416 Approval of the Minutes of the Thursday, April 21, 2022, Civilian Review Board Meeting. Vice Chair McMillian made a motion to approve the minutes, seconded by Member Brown. The motion was carried by a roll vote as follows: Ayes: 8 - Kim Bright, Timothy Brown, Vincent Gaddis, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Absent: 1 - Rajesh Char. PUBLIC COMMENT Three members of the public were present and addressed the Civilian Review Board. Curtis Floyd, Pedro Luna, George Gutierrez received three minutes each to address the board. REPORT OF THE CHAIR Chair Bright provided an overview of her board related activities over the past month and the progress of the CRB webpage. OLD BUSINESS 22-0315 Update on Outreach Activity #1 City of Aurora Page 1 Civilian Review Board Meeting Minutes - Final May 19, 2022 CRB Member Listening Tour with Aldermen (Member Gibson) Member Gibson gave an update about the first listening tour that has been scheduled for June 9, 2022 at the Main Baptist Church joined with Alderwoman Scheketa Hart-Burns (Ward 7) and Alderwoman Juany Garza (Ward 2). Member Gibson requested all CRB members to secure a date for a listening tour with their Aldermen within their respective wards. 22-0317 Update on Outreach Activity #2 A Community Conversation: How to Access Emergency Services for Persons with Emotional, Mental, or Intellectual Challenges - May 21, 2022 (Member Brown) Member Brown gave an update about 'A Community Conversation: How to Access Emergency Services for Persons with Emotional, Mental, or Intellectual Challenges" that will be held at the Aurora Public Library - Santori Branch on May 21, 2022. 22-0417 Update on Strategic Plan Holding over until the next meeting. 22-0324 Status Report for Pending Complaints Board Secretary will discuss the status report with legal and prepare it for the CRB SharePoint. 22-0325 Process for Consideration of Chief Dispositions The board requested there to be a section in the form reflecting the CRB's recommendation in the Chief's disposition. NEW BUSINESS 22-0418 Q & A on Board Member Appointments Corporation Counsel John Murphey discussed the board's term limits. CLOSED SESSION A motion was made by Member Gaddis, seconded by Member Ingram to adjourn the Open Session meeting. Open Session adjourned at 6:46 p.m. The motion was carried by a roll vote as follows: Ayes: 8 - Kim Bright, Timothy Brown, Vincent Gaddis, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Consideration and Adoption of the Board’s Recommendations to the Chief of Police Regarding Pending Civilian Complaints None. ADJOURNMENT A motion was made by Member Brown, seconded by Member Ingram to adjourn the Closed Session meeting. Closed Session adjourned at 8:36 p.m. Chair Bright called the meeting Open Session meeting to order at 8:38 p.m. and the roll was called. In regards to Case 2021-0355, Member Rocha made a motion for legal counsel to draft the Civilian Review Board's recommendation to the Chief of Police consistent with the discussion in Closed Session and request the department to issue a reminder to officers of their duty of care during an arrest and to determine who is the primary officer of the arrest, seconded by Vice Chair McMillian. The motion was carried by a roll vote as follows: Ayes: 8 - Kim Bright, Timothy Brown, Vincent Gaddis, Jacqueline Gibson, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Absent: 1 - Rajesh Char. A motion was made by Vice Chair McMillian, seconded by Member Gibson to adjourn the meeting.
