ROLL CALL Members present: Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis (electronically), Ginger Ingram, Andrea McMillian, Curtis Wilson (7). Members absent: Jacqueline Gibson, Lily Rocha (2). OTHERS PRESENT Others present: Lieutenant Donald Flowers, Aurora Police Department; Chanel Kassis, Board Secretary. APPROVAL OF MINUTES 22-0480 Approval of the Minutes of the Thursday, May 19, 2022, Civilian Review Board Meeting. Member Brown made a motion to approve the minutes, seconded by Member Gaddis. The motion was carried by a roll vote as follows: Ayes: 7 - Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis, Ginger Ingram, Andrea McMillian, Curtis Wilson. Nayes: 0. Absent: 2 - Jacqueline Gibson, Lily Rocha. PUBLIC COMMENT None. REPORT OF THE CHAIR Chair Bright provided an overview of her board related activities over the past month and meetings the meetings that were had with Aurora Police Department, with I.T. about issues with CRB complaint form confidentiality and with Kane County State's Attorney Jamie Mosser. OLD BUSINESS 22-0417 Update on Strategic Plan Member Char provided an update of the Strategic Plan. City of Aurora Page 1 Civilian Review Board Meeting Minutes - Final July 21, 2022 22-0482 Report on Outreach Activity held May 21, 2022 (Member Brown) Member Brown provided an update about 'A Community Conversation: How to Access Emergency Services for Persons with Emotional, Mental, or Intellectual Challenges" that was held at the Aurora Public Library - Santori Branch on May 21, 2022. 22-0483 Report on Outreach Activity - Listening Tour (Member Gibson) Chair Bright provided an update in Member Gibson's stead about the listening tour that was scheduled for June 23, 2022 at the Main Baptist Church joined with Alderwoman Scheketa Hart-Burns (Ward 7) and Alderwoman Juany Garza (Ward 2) and another listening tour that was scheduled for July 13, 2022 at the St. John African Methodist Episcopal (AME) Church joined with Alderwoman Shweta Baid (Ward 10). A future listening tour has been scheduled for July 27, 2022 at the New Song Church joined with Alderwoman Patty Smith (Ward 8) and Alderman Edward Bugg (Ward 9). A motion was made by Member Char to have the CRB to attend and participate in the July 30, 2022 event in Ward 10 sponsored by Alderwoman Shweta Baid at Spring Lake Park, seconded by Vice Chair McMillian. The motion was carried by a roll vote as follows: Ayes: 7 - Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis, Ginger Ingram, Andrea McMillian, Curtis Wilson. Nayes: 0. Absent: 2 - Jacqueline Gibson, Lily Rocha. NEW BUSINESS 22-0486 Code of Conduct / Training Requirements Members signed the City of Aurora Boards, Commissions, and Councils Code of Conduct form. Consideration and Adoption of the Board's Recommendations to the Chief of Police Regarding Pending Civilian Complaints 22-0487 Consideration of Draft Report in Case - 2021- 0355 Vice Chair McMillian made a motion to approve the draft recommendation, seconded by Member Ingram. A motion was made by Vice Chair McMillian to approve the draft recommendation to the Chief of Police that the case is Unfounded and also that APD ensures that the CRB receives all records including incident reports/supplement documents/evidence/translations/medical records are included in the case files, seconded by Member Brown. The motion was carried by a roll vote as follows: Ayes: 7 - Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis, Ginger Ingram, Andrea McMillian, Curtis Wilson. Nayes: 0. Absent: 2 - Jacqueline Gibson, Lily Rocha. A motion was made by Vice Chair McMillian to have Member Char; Chanel Kassis, Board Secretary; and Chair Bright to meet with I.T. prior to the next meeting to discuss the issues CRB members are experiencing, seconded by Member Char. The motion was carried by a roll vote as follows: Ayes: 7 - Kim Bright, Timothy Brown, Rajesh Char, Vincent Gaddis, Ginger Ingram, Andrea McMillian, Curtis Wilson. Nayes: 0.
