ROLL CALL Members present: Kim Bright, Timothy Brown, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson (6). Members absent: Rajesh Char, Judy Durham (2). OTHERS PRESENT Others present: Deputy Chief Matthew Thomas; Aurora Police Department, Nydia Molina, Assistant Corporation Counsel and Alex Munnerlyn; IT Service Desk Engineer. APPROVAL OF MINUTES 23-0670 Approval of the Minutes of the Thursday, July 20, 2023, Civilian Review Board Meeting. Member Rocha made a motion to approve the minutes, seconded by Member Brown. The motion was carried by a roll vote as follows: Ayes: 5 - Timothy Brown, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Absent: 2 - Rajesh Char, Judy Durham. Abstain: 1 - Kim Bright. PUBLIC COMMENT None. REPORT OF THE CHAIR Chair Bright wanted to thank the late Alderwoman Scheketa Hart-Burns and former Alderman Sherman Jenkins for their tremendous support with the Civilian Review Board. I.T. NEW BUSINESS 23-0671 2023-0050-D(1) - CRB Recommendation to the Chief - Draft Member McMillian made a motion to approve the CRB Recommendation to the Chief in Case 2023-0050-D(1) - Draft, seconded by Member Brown. The motion was carried by a roll vote as follows: Ayes: 5 - Timothy Brown, Ginger Ingram, Andrea McMillian, Lily Rocha, Curtis Wilson. Nayes: 0. Absent: 2 - Rajesh Char, Judy Durham. Abstain: 1 - Kim Bright. 23-0672 Election of Chair for 2023-2024 Member Brown nominated Member Wilson for Chair. Ayes: 6 Nayes: 0 Absent: 2 Member Wilson has been elected for Chair. 23-0673 Election of Vice Chair for 2023-2024 Member McMillian nominated Member Brown for Chair. Ayes: 6 Nayes: 0 Absent: 2 Member Wilson has been elected for Chair. CLOSED SESSION Member Rocha made a motion to adjourn the meeting at the conclusion of Closed Session, seconded by Member McMillian. Member Brown made a motion to request Legal to draft the CRB Recommendation to the Chief for 2023-0091, seconded by Member Rocha.
