ROLL CALL Members present: Christopher Bennett, Timothy Brown, Ginger Ingram, Renu Kanakamma, Andrea McMillian, Dawn D'Orazio, Curtis Wilson (7). Members absent: (0). OTHERS PRESENT Others present: Nydia Molina, Assistant Corporation Counsel. APPROVAL OF MINUTES 24-0912 Approval of the Minutes of the Thursday, October 17, 2024, Civilian Review Board Meeting. Member Ingram made a motion to approve the minutes, seconded by Vice Chair Brown. The motion was carried by voice vote. PUBLIC COMMENT One member of the public provided public comment. PRESENTATION / GUEST SPEAKER None. UNFINISHED BUSINESS 24-0795 Election of Chair for 2024-2025 Member McMillian and Vice Chair Brown nominated Chair Wilson for Chair. Ayes: 7 Nayes: 0 Member D'Orazio made a motion to approve Chair Wilson as Chair for 2024-2025, seconded by Member McMillian. Ayes: 7 Nayes: 0 Member D'Orazio made a motion to approve Vice Chair Brown as Vice Chair for 2024-2025, seconded by Member Ingram. The motion was carried by voice vote. NEW BUSINESS 24-0908 Civility Pledge for New Members The Civility Pledge was signed by Member Bennett, Member D'Orazio, and Member Kanakamma. 24-0906 Review and Approval of Closed Session Meeting Minutes Member McMillian made a motion to approve the 2023-0050-D(1) closed session minutes with edits, seconded by Member Ingram. The motion was carried by a roll vote as follows: Ayes: 6 - Timothy Brown, Ginger Ingram, Renu Kanakamma, Andrea McMillian, Dawn D'Orazio, Curtis Wilson. Nayes: 0. Abstain: 1 - Christopher Bennett. Vice Chair Brown made a motion to release the 2023-0252 closed session minutes, seconded by Member Ingram. Vice Chair Brown made a motion to withhold the 2023-0091 closed session minutes to remain closed pending litigation, seconded by Member Ingram. The motion was carried by a roll vote as follows: Ayes: 6 - Timothy Brown, Ginger Ingram, Renu Kanakamma, Andrea McMillian, Dawn D'Orazio, Curtis Wilson. Nayes: 0. Abstain: 1 - Christopher Bennett. OPEN DISCUSSION Board members discussed the Civilian Review Board ordinance and will continue the conversation in a future special meeting. CLOSED SESSION Consideration and Adoption of the Board's Recommendations to the Chief of Police Regarding Pending Civilian Complaints None. ADJOURNMENT A motion was made by Member D'Orazio, seconded by Member Bennett to adjourn the meeting. The motion carried by voice vote.
