Please call the City Clerk's Office at (630) 256-3070 with questions. ROLL CALL Mayor Irvin called the meeting to order at 5:02 p.m. and the roll was called. A motion was made by Alderwoman Hart-Burns and seconded by Alderman Saville to authorize Alderwoman Baid and Alderman Franco to participate remotely in this Committee of the Whole meeting per section 2-80 of the Code of Ordinances. The motion carried by voice vote and Alderwoman Baid and Alderman Franco participated in this meeting remotely via Zoom teleconference. Bugg, Alderwoman Shweta Baid, Alderman Ron Woerman, Alderman Sherman Jenkins, and Mayor Richard Irvin MINUTES OF THE TUESDAY, SEPTEMBER 21, 2021 COMMITTEE OF THE WHOLE MEETING 21-0766 Approval of the Minutes of the Tuesday, September 21, 2021, Committee of the Whole Meeting. A motion was made by Alderwoman Hart-Burns and seconded by Alderwoman Garza to approve the minutes as presented. The motion carried by voice vote. City of Aurora Page 1 Committee of the Whole Meeting Minutes - Final October 5, 2021 MAYOR'S REPORT The Mayor's Report was taken out of order and heard prior to the Committee Reports. Mayor Irvin reported regarding the results of the 2020 Census and the status of the City of Aurora's response to the 2020 Census results. Alderwoman Smith temporarily left the meeting at 5:07 p.m. and returned to the meeting at 5:09 p.m. REPORT OF THE BUILDING, ZONING AND ECONOMIC DEVELOPMENT COMMITTEE TO THE COMMITTEE OF THE WHOLE The Building, Zoning and Economic Development Committee Met on September 29, 2021 and discussed two items, both requesting a Certificate of Appropriateness with respect to murals within the City. REPORT OF THE FINANCE COMMITTEE TO THE COMMITTEE OF THE WHOLE The Finance Committee Met On September 30, 2021 and Reviewed the Following Items: 21-0721 A Resolution authorizing a professional services agreement with Intergraph Corporation ("Hexagon") of Madison, Alabama, for a computer-aided dispatch resident administrator (CAD RSA), in a contract amount not to exceed $179,928.00. Mike Pegues, Chief Information Officer - City of Aurora, presented briefly regarding this item. (PLACED ON CONSENT AGENDA) 21-0751 A Resolution to approve the purchase of licenses and equipment to increase interoperability of Public Safety radios form L3Harris, Melbourne, FL in the amount of $108,124.63 with a $3,000 contingency. Commander Steve Stemmet - City of Aurora Police Department, presented briefly regarding this item. Deputy Chief Dave McCabe - City of Aurora Fire Department, was present regarding this item. Natalie Wiza, Emergency Management Coordinator - City of Aurora, presented briefly regarding this item. (PLACED ON CONSENT AGENDA) REPORT OF THE INFRASTRUCTURE & TECHNOLOGY COMMITTEE TO THE COMMITTEE OF THE WHOLE The September 27, 2021 Infrastructure & Technology Committee Meeting was Cancelled. REPORT OF THE RULES, ADMINISTRATION AND PROCEDURES COMMITTEE The Rules, Administration and Procedure Committee Met On September 21, 2021 and Reviewed the Following Items: 21-0729 A Resolution approving the appointments of the members to the Block Grant Working Committee. (PLACED ON CONSENT AGENDA) 21-0743 A Resolution Approving the Appointment of Ansar Kazmi a ward 9 resident to the city's Veterans Advisory Council. (PLACED ON CONSENT AGENDA) 21-0744 A Resolution approving the appointments of members to the city's Human Relations Commission. Rick Veenstra, Corporation Counsel - City of Aurora, presented briefly regarding this item. Clayton Muhammad, Chief Communications Officer and Chief Equity Officer - City of Aurora, presented briefly regarding this item. (PLACED ON CONSENT AGENDA) NEW BUSINESS There were no items of new business. ALDERMAN'S CORNER Alderman-at-Large Sherman Jenkins and Alderman-at-Large Ron Woerman presented their Alderman's Corner Report via pre-recorded video presentation.
