ROLL CALL Present: 4 - Chairperson Ted Mesiacos, Vice Chair Carl Franco, Alderman-At-Large Keith Larson and Alderman Edward Bugg Absent: 1 - Alderman Dan Barreiro APPROVAL OF MINUTES 25-0445 Approval of the minutes from the Finance Committee Meeting held on May 15, 2025. A motion was made by Vice Chair Franco, seconded by Alderman-At-Large Larson, that this agenda item be accepted and filed. The motion carried. Ayes: 4 PUBLIC COMMENT AGENDA City of Aurora Page 1 Finance Committee Meeting Minutes - Final May 29, 2025 25-0446 An Ordinance providing for the issuance of not to exceed $95,000,000 General Obligation Bonds of the City of Aurora, Kane, DuPage, Kendall and Will Counties, Illinois, for the purpose of financing capital improvements in and for said City, providing for the levy of a direct annual tax sufficient to pay the principal of and interest on said bonds, and authorizing the proposed sale of said bonds to the purchaser thereof . The motion carried. Ayes: 4 25-0458 An Ordinance Amending The Annual Budget For The Fiscal Year Beginning January 1, 2025 and Ending December 31, 2025 (Amendment #2 For The 2025 Fiscal Year). Chris Minick, Finance-City of Aurora A motion was made by Alderman Bugg, seconded by Vice Chair Franco, that this agenda item be recommended for approval. The motion carried. Ayes: 4 25-0449 A Resolution to select GNV Urban Art as a Consultant to Use Existing Funds for the Lumenaura Festival 2025, the City's Second Annual Interactive Light and Sound Experience . Chris Ragona, Community Services-City of Aurora A motion was made by Alderman Bugg, seconded by Vice Chair Franco, that this agenda item be recommended for approval. The motion carried. Ayes: 4 HELD 25-0419 A Resolution authorizing the payment of grant payments to VNA Health Care in the amount $500,000 to defray the capital costs of the construction of the Weston Ave Primary Care Center in 2 installments Chris Minick, Finance-City of Aurora Shannon Cameron, Mayor's Office-City of Aurora Linnea Windell, VNA A motion was made by Chairperson Mesiacos, seconded by Alderman Bugg, that this agenda item be held.
