ROLL CALL Present: 5 - Chairperson Carl Franco, Vice Chair Emmanuel Llamas, Alderman Edward Bugg, Alderman Bill Donnell and Alderman Patty Smith OTHERS PRESENT Steve Lord, Beacon News City of Aurora: Deb Lang, Law Department; Jennifer Stallings, City Clerk; Jolene Coulter, Purchasing; Jessica Kalal, Law Department; Alex Voigt, Mayor's Office; Marty Lyons, Finance; Cristal Colon, Aldermen's Office. APPROVAL OF MINUTES 20-0129 Approval of the 2/18/2020 RAP committee meeting minutes . A motion was made by Alderman Smith, seconded by Vice Chair Llamas, that this agenda item be accepted and filed. The motion carried. Ayes: 5 PUBLIC COMMENT AGENDA City of Aurora Page 1 Rules, Administration, and Meeting Minutes March 3, 2020 Procedure 20-0140 An Ordinance amending Chapter 2, Article V, Division 5 of the City Code of the City of Aurora titled "Local Preference in Contracts ." A motion was made by Alderman Donnell, seconded by Alderman Smith, that this agenda item be recommended for approval. The motion carried. Ayes: 5 20-0156 A Resolution Reappointing Meloyne Wimbley, Joseph Grisson III and Francis "Frank" Johnson to the Aurora Housing Authority Board. A motion was made by Alderman Donnell, seconded by Vice Chair Llamas, that this agenda item be recommended for approval. The motion carried. Ayes: 5 HELD 20-0077 An Ordinance Amending Chapter 6 "Alcoholic Liquor", Sec. 6-2 "Definitions" and Sec. 6-8 "Classifications" of the City of Aurora Code of Ordinances. A motion was made by Alderman Donnell, seconded by Alderman Smith, that this agenda item be recommended for approval. The motion carried. Ayes: 5 20-0078 An Ordinance Amending Chapter 8, Article 5 of the City of Aurora Code of Ordinances entitled "Video Gaming ." A motion was made by Vice Chair Llamas, seconded by Alderman Bugg, that this agenda item be recommended for approval. The motion carried. Ayes: 5 ADJOURNMENT: A motion was made by Vice Chair Llamas, seconded by Alderman Smith, that this meeting be adjourned. Chairperson Franco adjourned the meeting at 3:40pm. The motion carried.
